Mr J R B Lorimer (DA) to ask the Minister of Basic Education:

1. Whether, with reference to the recent educators strike, she remains committed to the principle of no work, no pay; if not, why not; if so, how will this be enforced;

2. what impact has the strike had on the operations of both the national and provincial departments?

Reply:

  1. Yes, the minister remains committed to the principle of “no work no pay”. The deductions will be staggered over a three month period as is set out in the draft agreementon the salaries for 2010. The department has already started collating information on employees that were on strike and the deductions will be made based on the number ofdays each employee was on strike. Two provinces have already proceeded with thedeductions of “no work, no pay” whilst the other seven provinces are finalising thecollation of information to enable them to proceed.
  2. The report received from some provinces was that there was either a total or semi shut down of the Head Office, District offices and schools. In other provinces the situation was different with some areas functioning normally. In areas where there was total or semi shut down of the head office, district offices or schools, no effective schooling could take place since majority of teachers were either on strike or have been victimised from entering the buildings. This resulted in a number of valuable school days lost. In the national department, the section dealing with issuing of matric certificates was closed fearing that striking employees could gain access to the building through this section.
