Multi million rand infrastructure boost for the City of Cape
Town

The provincial government working in close co-operation with other spheres
of government, have committed more than R325 million to the upgrading and
building of new infrastructure in the City of Cape Town this financial year.
This funding channelled through the Municipal Infrastructure Grant (MIG),
provides for current projects, some nearing completion, as well as new projects
that will soon commence.

A total of R520 million has been allocated to the Western Cape for MIG
during this year.

In making the announcement at a briefing in Cape Town, Local Government,
Environmental Affairs and Development Planning Minister in the Western Cape,
Pierre Uys, said that government allocates funds from this conditional grant to
support the City of Cape Town's capital budget with infrastructure projects
such as the building and upgrading of roads, storm water drains, pipe lines,
waste water works and bulk water provision.

"Our focus in allocating this funding is on providing support for
infrastructure projects that primarily benefit poor households. Included
amongst these are projects identified by the City's Integrated Development
Plan. The investment made in this way has many positive spin offs such as
stimulating economic growth, job creation and ultimately in the contribution it
makes to improved service delivery and a better quality of life for all our
people," said Minister Uys.

He added that an important and often overlooked aspect of the MIG process is
the high level of intergovernmental co-operation involved in driving these
projects to their conclusion. “This involves site visits by my department and
regular financial reports. As provincial government, we have an oversight role
and must ensure that the project complies not only with the criteria laid down
for funding but also that the money is well spent and within the period set
down.”

Minister Uys also visited some projects that would impact on the daily lives
of this community. First was an indoor swimming pool in blue downs of which R10
million was funded by MIG. The 450 000 and 82 000 household community and
swimming clubs are now able to use it recreationally or to practice and
participate in club competitions. MIG supplies all the funding for this
project.

At Fisantekraal, Durbanville, new bulk infrastructure is underway with a
pump station and pipeline for wastewater drainage that is critical for economic
growth. Altogether 264 000 people will benefit of which 60% are poor. MIG
contributes R34,6 million of the R80,2 million project.

About Municipal Infrastructure Grant

The Municipal Infrastructure Grant is a conditional grant that supports
municipalities with their capital budget and their Integrated Development Plans
(IDP) to fund infrastructure, primarily benefiting poor households. Communities
have to be involved in the IDP process and participated in the prioritising of
projects aimed at improving their lives. It also creates jobs with labour
intensive methods in line with the Expanded Public Works Programme (EPWP) and
government's objective of reducing poverty. This include projects such as the
building and upgrading of roads, storm water drainage, pipelines, wastewater
works, bulk water provision, meters, pumps, reservoirs, fencing, lights, sport
facilities, and infrastructure for cemeteries.

Some of the Municipal Infrastructure Grant projects in the City of Cape
Town

N2 Gateway, Delft towns seven to nine, precinct two and three: roads and
associated storm water

This project is to form a link between Delft main road and symphony road,
providing direct access for the 3 127 new households as well as provide
roundabouts and associated storm water pipelines. The total cost will be R21,
004,800, consisting of R5, 984,000. from MIG funds and R15, 020,800 from the
municipality.

Du Noon sidewalks and storm water

This project entails the re-construction of the storm water catch pits and
the building of sidewalks in Du Noon. The project will benefit the 10 000
households in the area. The total cost is entirely MIG funds allocated at R1,
669,550.

Construction of sidewalks in Grassy Park

The project entails the construction of sidewalks and the improvement to
drainage conditions and related storm water facilities in Grassy Park. This
will benefit 5 090 households in the area. The project is totally funded by MIG
at R1, 400,000.00.

Khayelitsha drift sands bypass: Sewer master recommendation for site C

The aim of this project is to reduce the surcharging, backwater and spillage
amongst sewer in site C in Khayelitsha and the re-routing of the driftsands
rising main into the Eastern bypass. This will benefit 7 860 households in
Khayelitsha. The total cost is R7, 765,993 of which R6, 913,382 will be funded
by MIG and R852, 611 will be funded by the municipality.

Install irrigation at NY49 Gugulethu sports field

R130 000 for Gugulethu sportsfield to install irrigation to create a better
playing surface, benefiting 19 031 households. MIG supplies all the funding for
this project.

Klipheuwel sports field

R160 000 for the upgrade of Klipheuwel sportsfield, benefiting 300
households. MIG supplies all the funding for this project.

Eersteriver sports ground
R6 300 000 funded by MIG for Eersteriver sports ground for two multi purpose
fields to accommodate four sports types, benefiting 7 000 households. City of
Cape Town contributes R1 228 070 to the project and the total project cost is
R7 528 070

Club house in Langa

R100 000 for the construction of a club house in Langa, benefiting 15 549
households. MIG supplies all the funding for this project.

Seawinds regional sport complex

This project is to enhance the existing facility situated in St Stephen
road, Seawinds through improvements and to include additional sport fields and
ablution to cater for the sporting needs of all surrounding sporting
communities. This project will benefit 3 333 poor households in the area. The
total cost will be R8, 200,000, consisting of R7 million from MIG funds and R1,
2 million from the municipality.

Parkwood regional sport complex

The above mentioned project is to improve the exiting facility, situated on
the corner of Klip road and Acacia road in Grassy Park, and to include
additional sport fields and ablution facilities. This project will benefit 2
267 households in the community. The total cost will be R14, 320,000, which
consists of R10 900 of MIG funds and R3, 420,000.00 from the municipality.

Mandela drive Imizamo Yethu

This project involves the rehabilitation of the main access to Imizamo Yethu
from main road Hout Bay. The project will serve the community of 16 000
residents of Imizamo Yethu. The total cost will be R3, 050, which is entirely
funded by MIG.

Athlone Waste Water Treatment Works

This project entails the improvement of the treatment facilities in Athlone
by constructing a new sludge dewatering facility, disinfection facility and
performing odour control on certain sections of the Waste Water Treatment
Works. The project will benefit the 25, 460 households living in the Cape Town,
Maitland, Mowbray, Rondebosch, Claremont and Langa areas. The project cost will
be R83, 200,000.00. The MIG funding is R29, 600,000.00 and the public sector
funding is R53,600,000.

Fisantekraal bulk sewer phase two

The above mentioned project will provide a dry-well sewage pump station,
gravity main and a rising main for the Fisantekraal Waste Water Treatment
works. The project will benefit 35,000 poor households in the area. The total
cost will be R80, 211,024, consisting of R34, 611,024 from MIG funds and R45,
600,000 from the municipality.

Klip road cemeteries

The project is to provide basic infrastructure such as, develop pathways and
roads, perimeter fencing, parking area extensions, landscaping and a new and
widened vehicular entrance gate, for the extensions to the Klip road cemetery.
This project will benefit the 80,808 residents living in the surrounding areas.
The project cost will be R3, 750,130.32, which comprises of R2, 229,794.40 of
MIG funds and R1, 520,335.92 from the public sector.

Construction of Sidewalks, Pella

R432 000 for the construction of sidewalks in Pella, Atlantis, to promote
pedestrian safety and create a dignified living environment, benefiting 500
households. City of Cape Town contributes R108 000 to the project and the total
project cost is R540 000.

Symphony way phase two roads

R907 500 for roads in symphony way, Delft, benefiting 832 households. MIG
supplies all the funding for this project.

Rehabilitation of Helderzicht sports ground: Fencing

R50 000 funded by MIG for the rehabilitation of new steel fencing at the
Helderzicht sports grounds in Somerset West. The sports ground serves the
surrounding community of Garden Village and Helderzicht which is a
predominantly poor area, benefiting 7 574 households. MIG supplies all the
funding for this project.

Philadelphia sport field

R80 000 funded by MIG for the construction of Philadelphia sport field in
Philadelphia, Atlantis. This project will benefit the residents of Philadelphia
and its surrounding communities of 11 659 households. MIG supplies all the
funding for this project.

Wesbank multi purpose centre

R3 550 409 funded by MIG for the provision of a multi purpose centre in
Wesbank, benefiting 12 000 households. City of Cape Town contributes R1 900 409
to the project and the total project cost is R5 450 818.00.

Hanover Park netball court

R125 000 funded by MIG for construction of the netball court at Downberg
sports field in Hanover Park to create a safer playing environment, benefiting
9 221 households. MIG supplies all the funding for this project.

Upgrade of Gugulethu sports field

R380 000 funded by MIG for the rehabilitation of the change rooms and
erection of a brick wall for the enclosure of the field safety of the users at
NY116 sports field in Gugulethu to create a better playing environment,
benefiting 19 031 households. MIG supplies all the funding for this
project.

Upgrade of parking at Athlone sports grounds

R150 000 funded by MIG for the upgrade of the parking area at Johnson road
sports grounds in Athlone to secure a safe parking area for various sporting
codes utilising the facility. The facility supports the greater Athlone region
which is home to 45 056 people, benefiting 11 556 households. MIG supplies all
the funding for this project

Manenberg netball court

R125 000 funded by MIG to construct the netball court at Duinefontein
community centre in Manenburg, to create a safer playing environment. The
facility will support the Manenburg Community which is home to 54 449 people,
benefiting 11 204 households. MIG supplies all the funding for this
project.

Fisantekraal Sports Field upgrade

R50 000 funded by MIG for the provision of a high barrier fencing behind
soccer goal posts for security reasons at Fisantekraal sports field in
Fisantekraal, benefiting 35 000 households. MIG supplies all the funding for
this project.

Parow spectator fencing at Uitsig sports complex

R50 000 funded by MIG for the provision of perimeter fencing at Uitsig
sports complex in Uitsig, Parow for security and to cater for traffic and
spectator control during matches, benefiting 2 517 households. MIG supplies all
the funding for this project.

Upgrade of change rooms at Downberg sports field

R170 000 funded by MIG for the upgrade of the change rooms at Downberg sport
field in Hanover Park to create a better playing environment, benefiting 9 221
households. MIG supplies all the funding for this project.

Upgrade of hockey area at Vygieskraal sports ground

R150 000 funded by MIG for the upgrade of the hockey area at Vygieskraal
sport ground in Athlone. This facility supports local, national and
international sports and is in compliance with sporting code regulations,
benefiting 11 556 households. MIG supplies all the funding for this
project.

Hanover Park upgrade at Noll and David sport field

R70 000 funded by MIG for the installation of irrigation at Noll and David
sports field in Hanover Park to improve playing surface, benefiting 9 221
households. MIG supplies all the funding for this project.

Steenberg sports ground fencing

R2 million funded by MIG for the installation of fencing at Solo street
sports ground in Steenberg to prevent the over use and unauthorised entry,
benefiting 1 093 households. MIG supplies all the funding for this project.

Symphony way phase two storm water

R200 000 funded by MIG for the installation of storm water systems in
Symphony way, Delft, benefiting 832 households. MIG supplies all the funding
for this project.

Extension of Nyanga clinic

R1 280 000 funded by MIG for the extension of Masincedane clinic in Nyanga,
these extensions are vital for infection control for the TB and HIV positive
patients, benefiting 13 734 households. City of Cape Town contributes R1 000
000 to the project and the total project cost is R2 280 000.

Blue downs indoor pool

R10 million funded by MIG for an indoor swimming pool in blue downs for the
community and swimming clubs to practice and participate in club competitions,
benefiting 82 000 households. MIG supplies all the funding for this
project.

Rehabilitation of Helderberg sports ground: Lighting

R50 000 funded by MIG for the upgrade of lighting at Helderberg sports
ground in Somerset West, which serves the predominantly poor areas of Garden
Village and Helderzicht, benefiting 7 574 households. MIG supplies all the
funding for this project.

Sherwood Park multi purpose centre upgrade

R200 000 funded by MIG for the upgrade of the parking area at Sherwood Park
multi purpose centre in Sherwood Park to create a safer environment for
parking, benefiting 11 204 households. MIG supplies all the funding for this
project.

Upgrading of Strandfontein road

R18 million funded by MIG for the upgrade of Strandfontein road from
Lansdowne road (M9) to Baden Powell drive (R310). The proposed facility is to
be designed to cater for public, private and non-motorised modes that may use
the route, benefiting 7 000 households. City of Cape Town contributes R100
million to the project and the total project cost is R118 million

Install irrigation at Bonteheuwel sports complex

R100 000 funded by MIG for the installation of irrigation at Bonteheuwel
sports complex in Bonteheuwel to create a better playing surface, benefiting 11
368 households. MIG supplies all the funding for this project.

Upgrade of Gustrow sports grounds

R1 220 000 funded by MIG for the upgrade of Gustrow sports grounds in
Strand, primarily serving the surrounding community of Gustrow which in turn
forms part of ward 100 of the City of Cape Town, benefiting 7 010 households.
MIG supplies all the funding for this project.

Construction of Astro Turf at Portlands / Mitchell’s Plain indoor centre

R500 000 funded by MIG for the construction of Astro Turf indoor centre at
Portlands in Mitchell's Plain which hosts approximately 800 to 1 000 people.
The facility supports Mitchell's Plain which is home to 305 343 people,
benefiting 61 248 households. MIG supplies all the funding for this
project.

Garden Village hall surfacing of parking area

R150 000 funded by MIG for the rehabilitation of Garden Village hall in
Garden Village, Somerset West, benefiting 7 574 households. MIG supplies all
the funding for this project.

Construction of sidewalks, Mamre

R660 000 funded by MIG for the construction of footways in Mamre, Atlantis,
to promote pedestrian safety and will aid with reducing sand ingress into the
stormwater system, benefiting 550 households. City of Cape Town contributes R
140 000 to the project and the total project cost is R800 000

Pella sport field

R280 000 funded by MIG for the construction of Pella sport field in
Atlantis, by constructing the ablution facility, benefiting 11 659 households.
MIG supplies all the funding for this project.

St Frusquin sports field fencing

R277 777 for St Frusquin sports field palisade fencing to benefit 11 556
households. MIG supplies all the funding for this project.

Khayelitsha water project

R2 million for Khayelitsha to replace, repair and maintain isolating valves
in order to deliver potable water to the 70 000 households benefiting. MIG
supplies all the funding for this project.

Delft BMX / Skateboard Park

R180 000 for the construction of a BMX / Skateboard Park at the Hague Centre
in Delft and will serve as a multi recreational facility for BMX and
skateboarding in compliance with sporting codes, benefiting 13 646 households.
MIG supplies all the funding for this project.
