Workshop in preparation for Fifa Confederation Cup

In preparation for the successful hosting of the FIFA Confederation Cup in
June and the 2010 FIFA World Cup events, the North West Department of
Developmental Local Government and Housing will be hosting an Integrated
Response Management (IRM) training workshop to empower role-players with
disaster response management. The five-day capacity building programme
organised in partnership with the National Disaster Management Centre is
scheduled to commence on Monday, 16 March 2009, at the Rustenburg Civic
Centre.
The objective of the training programme is to establish a competent
multi-disciplinary high performance teams capable of ensuring integrated and
co-ordinated management of complex multi dimensional incidents, emergencies and
disasters across functional boundaries. It is also aimed to ensure that when
the need to activate any of the contingency plans arise, the most effective and
efficient response is mustered and that the execution thereof is dealt within a
team setup to achieve rapid response and resolution thereof.
Participants from municipalities and provincial organs of state including
regional and local non-governmental organisations (NGOs), government
parastatals, and institutions of higher learning, private sector organisations
and other organisations involved in disaster management are to be empowered
to:
* Compile a variety of integrated response and recovery management plan as part
of the full spectrum of contingency plans required based on a practical
programme gap analysis and risk assessment.
* Fulfil the multi-disciplinary roles and responsibilities required in the
execution of these plans as an integrated team.
* Understand the influence and the role that all multi-disciplinary agencies
have to play in these activities and when to act as lead agency and when to
support.
* Understand and apply the concept of Command and Control in the context from
On Scene Command (OSC), Unity of Command (UoC) and Unified Command within the
Integrated Response Centre or Disaster Management Centre environment.
* Fulfil their specific role and responsibilities as part of the Integrated
Response and Recovery Structure.
The workshop is a follow-up to a one-day workshop on the development of a
national education, training and research needs and resources analysis that was
hosted by the province earlier this month. It sought to develop and implement
an integrated disaster risk management education and training framework as
outlined in the National Disaster Management Framework of 2005.
