North West on Bophirima District winning Provincial Vuna Award

Bophirima District scoops the Provincial Vuna Awards

Bophirima District Municipality has, for the second consecutive year, been
honoured with an award of being this year's overall winner of the North West
Provincial Vuna Award.

The municipality received awards for the best performing district
municipality in the following categories: service delivery and infrastructure
development, financial viability as well as in good governance.

Municipalities were judged on five key performance areas that were set by
the Department of Provincial and Local Government (dplg) as measuring tools in
service delivery. The other winning municipalities were as follows:

Category C (District Municipalities)
* Institutional transformation and organisational development – Bojanala
District Municipality

Category B (Local Municipalities)
* Service delivery and infrastructural development - Tlokwe Local
Municipality
*.Institutional transformation and organisational development – Tlokwe Local
Municipality
* Local economic development – Matlosana Local Municipality
* Other participating municipalities received certificates of recognition for
their efforts.

Addressing an audience that comprised of the Queen Mother of the Bafokeng,
Mme Semane Molotlegi, executive mayors, guests from the business sector and
government officials in Rustenburg last week Thursday, MEC Howard Yawa said the
Vuna awards were meant for those municipalities which had done an honest job in
executing their duties and responsibilities as mandated by the
constitution.

Yawa acknowledged that most of the municipalities in the province were
grappling with a number of challenges, including a culture of non-payment by
the communities, lack of proper debt recovery and credit control systems as
well as high turn-over of key personnel.

"Despite all these challenges, our municipalities make extraordinary efforts
to respond to the needs of the people they serve," Yawa said.

The Vuna awards were introduced in 2003 as an initiative of the Department
of Provincial and Local Government (dplg), together with the Development
Bank of Southern Africa (DBSA), Productivity SA and the South African
Local Government Association (SALGA), as a way of encouraging a culture of
performance and accountability in service delivery.
