Improving performance of ward committees

Developing the capacity of ward committees has become an essential
ingredient for achieving effective and meaningful community participation in
matters of governance and development. In recognition of the importance of
having functional ward committee structures to the achievement of good
governance and public participation, the Department of Provincial and Local
Government in partnership with German Agency for Technical Co-operation (GTZ)
Internationale Weiterbildung und Entwicklung (INWENT) and Local Government
Sector Education and Training Authority (LGSETA) has designed a comprehensive
certificate programme to achieve a National Qualification Framework (NQF) two
qualification for ward committees in South Africa.

This national training programme will be launched by the Deputy Minister N
Hangana on 29 October 2007, in the Eastern Cape province at the Amahlathi Local
Municipality. Approximately 2 000 ward committee members and speakers from all
over the country will gather in the Amahlathi Local Municipality to celebrate
the launch of this first ever ward committee training programme. The launching
of this national event by the Deputy Minister, will certainly serve as an
appropriate means to inculcate the importance and value of such a certificate
programme.
