The Mpumalanga Department of Local Government and Housing has published the
Mpumalanga Ingoma Bill 2007 and the Regulations for the election of 40% members
of the traditional councils as contemplated in section 28 of the Mpumalanga
Traditional Leadership and Governance Act, 2005. The Ingoma Bill and the
Regulations for the election of the 40% members of the traditional council have
been published on the Provincial Government Gazette.
The publication of the Bill and the Regulations means that members of the
public can make their written comments or submission on both the Bill and
Regulations. Members of the public and all stakeholders can obtain copies of
the Bill and Regulations from the Department of Local Government and Housing
and from all municipalities in the province.
Members of the public are requested to return their comments or submission,
not later than 13 August 2007. After all the comments have been received and
consolidated they will be taken back to the Executive Council who will then
table it to the Provincial Legislature. The Ingoma Bill seeks to regulate the
holding of the Ingoma within the province, to provide for the prohibition of
forced attendance of Ingoma and to provide for the implementation and
monitoring of health and safety standards at an Ingoma.
The Regulations for the election of 40% members of Traditional Councils,
relates to the process of establishment of traditional local councils that will
guide the processes for establishment of 59 traditional councils in the
province. 60% membership of the traditional councils will be selected by the
Traditional Leader, whilst 40% will be elected by the community under the
jurisdiction of that traditional leader.
