Let me take this opportunity to extend our special welcome to Bishop
Barnabas Lekganyane for gracing this occasion by his presence. His presence
makes us feel nearer to holiness.
I will also take this opportunity to welcome in our midst our incoming
Superintendent-General and HOD, Zwo Nevhutalu, who will officially report in
this Department on Tuesday next week!
Once more you as the people of Limpopo cut short your holiday to come and
support the people who caused us to gather here today, our children.
Unlike the previous years I am not going to deliver into but go straight to
the results.
This year 105 775 matriculants wrote, a whopping increase of 12 316
candidates as compared to last year. This makes the province the second largest
after KwaZulu-Natal. Please note that this is a deviation from our school-going
population which makes us the fourth largest after KwaZulu-Natal, Eastern Cape
and Gauteng.
Out of these 105 775 candidates, 44 821 passed without exemption. Those who
passed with full exemption are 14 029.
Hence the total number of passed are 58 850 giving us a pass rate of 55,7
percent.
Our top three districts:
Last year Vhembe was number three, Mopani number two and Capricorn number one.
This year: there is no number three.
2. Vhembe is joint number two with Mopani both at 55,9 percent pass
rate.
1. Capricorn is again number one with 63,1 percent.

Most improved school
Ladies and gentlemen, two years ago we announced to the province that we
wish to move our results away from quantity to quality.
We made this statement because we were deeply worried by the direction which
our education system was taking due to the extreme excitement and pressure
exerted on to the Department and our schools. The tendency has been to target
very high percentage pass with very little regard to quality.
Hence many learners were at worst covered or at best encouraged to take
their subjects at standard grade. This was done by schools to remove public
pressure from them.
We as a Department also encouraged it by offering prizes on occasion, like
today for schools which get 100 percent pass, regardless of university
entrances obtained. The result was that after the glory of this 100 percent in
the school has passed after today's event is over, the learners start
experiencing very serious problems because our universities don't compromise.
They told us many times in no ascertain terms that they don't easily accept
standard grade.
Actually, in the sciences faculties, they will readily accept a D higher
grade and totally ignore an A in standard grade regardless of the fact that
this A has brought public glory to the learners.
We have tried our best to move against the tide and impose high standards of
quality. Of course this come with adverse consequences to some learners,
schools, districts, circuits and eventually and inevitably the overall
province. The Provincial Growth and Development Strategy (PGDS), the
Accelerated and Shared Growth Initiative for South Africa (AsgiSA), the six
percent growth rate targeted by our government all need engineers, technicians,
artisans, accountants, economist, doctors and many more, all demand high
quality. For these reasons today you are going to notice something very
new.
Previously in the most improved school category we were naming 10 schools.
However, this year, in improving quality only eight schools made it to the most
improved schools category.

We only had eight schools because in the past, we said dysfunctional schools
will be schools that obtain a pass rate of 20 percent or more. We announced to
you last year that any school that fails to pass at least ½ its learners i.e.
overall past rate of 50 percent is regarded as dysfunctional.
Hence of the improved schools, only those whose improvement takes them to 50
percent mark are regarded as making the grade. Only eight schools achieved
that.
Others improved tremendously from where they were last year but since they
fell short of passing half its learners, we still regard the improvement as not
good enough.
Please don't get discouraged; just work a little bit harder next year. That
is keeping on trying, but trying harder.

The circuits
In keeping with taking delivery to the ground and strengthening our
circuits, we would like to know what is happening there on the ground. Hence
this year we shall have a new category of 10 best circuits and 10 worst
circuits.
Top school per district
Once more issues of quality come to the fore. We have six circuits. We are
supposed to have six schools representing the best school per district.
But this year, we have only four schools making the grade. In Waterberg
District there is no best school. The school which was supposed to get this has
98,31 percent pass, i.e. out of its 118 learners only two have failed. But it
could not afford to give at least half its learners an exemption. It is number
one in Waterberg, yes, we agree, but it is not a best school. It is just
better, we want the best.
In Bohlabela, the school that was supposed to receive the noble prize of
being the best in that district has actually obtained 100 percent i.e. all its
65 learners have passed but again it has not been able to push at least half of
them to get exemptions. So yes, number one in Bohlabela but not the best
school. We shall hence go on to announce the best school in the remaining four
districts only.
Three best performing schools
In this category there are many more schools which qualify but we will
announce only the three as we always do. Last year our three best performing
school, as it was the years before, were:
* Mbilwi: number one
* Harry Oppenheimer: number two
* Glen Cowie: number three
It was like that for the past three or four years. Let me quote from page 22
of my speech last year:
"No school is brave enough to dethrone these three externally excellent and
yahoos in Limpopo. The challenge is up for grabs for next year. Ladies and
gentlemen, the championship for next year (read 2007) will put a challenge
again to the upcoming learners. I am asking this to principals out there."
I am very happy to announce that many principals took this challenge
seriously and as a result they challenged for the title very hard. The results?
The pattern has been disrupted. The school in position three all these years
has been dethroned this year, i.e. Glen Cowie Girls High School is no longer
number three this year.
We will now move to the category of learners.
Top learner per district
Nobody will be allowed to be a top learner per district despite being a
clear number one in that district if their overall aggregate is less than 65
percent.
Fortunately all districts were able to produce a learner of that high
quality.
We note that St Marks College in Sekhukhune, which had long disappeared from
the radar screen of performance, is back, not really the school but at least a
learner from there i.e. Thobejane Kgolane Kagisho.
We wish to welcome St Marks back and hope they are here to stay with their
luminary Thobejane KK.
Ladies and gentlemen, last year, we withstood history. I called in for
history in the making which is also legendary.
This year, despite our obvious hardships in trying to maintain high quality
with a high pass rate at the same time, when it comes to maths and science we
just move or less maintained the same standards. We remain the champions of
maths and science despite everything else that happened to us this year.

As you can see with our quest for mathematics and science excellence at
higher grade, while last year all accolades went to Vhembe District, this year
Sekhukhune and Vhembe entered the race. We are eager, awaiting other districts
to stand up and be counted next year!
Due to our learners year in and year out outshining themselves in maths and
science, we have decided to introduce a special category of prizes for them and
our partners in development played a very important role. We have introduced a
special MEC's award as follows:
* A learner who obtains 100 percent in the following combinations: mathematics
and physical science or mathematics and accounting, and overall top learner in
the province will get a laptop as MEC's special present.
We thought we were going to have few learners achieving this but we were
wrong.

In conclusion, ladies and gentlemen, you will agree with me that it was a
particularly difficult year for the citizens of Limpopo. It is difficult for
our learners and their parents. It is tough and hard for our teachers and their
SGBs. It is painful for the MEC and the Department. It is of course not the
best of times for the citizens of the province.
Nevertheless we have started with our road to quality. There is no going
back. We understand the numerous factors that wnt into this year to produce
what is in front of us today. We note the great movement of teachers when we
absorbed more than 8 000 temporary teachers. Many had to leave their schools as
late as August to start in new schools as a results of the absorption.
We note again the great movement of school management level. The 600
principals, the 400 deputy principals and the 3 000 HODs who after winning
promotion posts had to leave their schools, even after mid-year because their
new schools needed them urgently. Some schools lost as many as seven teachers
at a go, due to these promotions.
We note all these events. However, I wish to take this opportunity as
political head of this department, to accept full responsibility for whatever
happened in this Department. Since we are different, we have different
consciences. My conscience told me to point a finger at myself and at nobody
else. Your conscience will tell what to do and I leave it to you!
Announcement
As is usual, the last part of this event is to announce several
developments, let us start with our universities.
Ladies and gentlemen, we believe that the greatest improvement to any
results lies in the heart, the attitude and the will of an individual learner,
teacher and principal. Wherever we can, we wish to continue making
interventions especially with resources both human and capital.
In this regard we wish to announce the following:
Bursaries
* Limpopo Tourism and Parks
* Meropa Casino
* Department of Education
* National bursaries
You are aware that we have at the close of this year, advertised no less
than 800 posts, 400 of which are for curriculum specialist. If this
intervention is to bear fruit we must work together very hard to fill them in
the first three months of the year. We have no less than 50 000 applications
for these 800 posts.
The challenge is enormous. We will need help and co-operation from all
quarters.
We are also aware that the shortage of desks in our schools has reached
alarming proportions. We wish to announce that in the three months between
January and March, 83 000 desks will be delivered to schools that have received
new classrooms but had no furniture to match that.
Supply to other schools will be announced in April.
Ladies and gentlemen, we have experienced problems brought about by
development. In terms of the figure provided by the town planning section of
the Polokwane municipality, this capital city is busting at the seams in terms
of its population. In terms of these statistics, we need six brand new schools
by next month when the schools reopen in January. We simply have no funds to do
that. Even if we do get funds, we won't finish six schools by next month.
We have no option but to resort to mobile classrooms even in the capital
city!
Some schools like Taxilla are no longer able to utilise their libraries and
laboratories because they are being used as classrooms. So please bear with us,
we shall endeavour to put at least three new schools to start with.
Programme Director, this brings us to the end of the announcements and the
end of this ceremony.
Let me take this opportunity to thank the staff in the Department of
Education, led by Acting HOD, Dr Nkadimeng, for having toiled on even when days
were dark. I wish to extend special thanks to the Portfolio Committee on
Education led by Mrs Ndimande together with other members of Parliament for
their tireless efforts in their supervisory role. We wish these efforts will
continue so that we are at all times vigilant. The educators, we wish to
acknowledge the very difficult task entrusted upon you by both parents and the
government. We understand the very serious challenges you are facing but we
wish to thank God for you toiling on for the sake of the children of our
nation.
Let me thank the media for being our partner in this massive talk of
education and informing the nation.
