The Department of Women, Youth and Persons with Disabilities (DWYPD) reaffirms its unwavering commitment to ending Gender-Based Violence and Femicide (GBVF) in South Africa. As the custodian of advancing gender equality and coordinating the government’s response to GBVF, the Department continues to lead efforts to ensure the full implementation of the National Strategic Plan on GBVF (NSP-GBVF).
Recognising GBVF as a violation of human rights, DWYPD is working closely with civil society, youth formations, traditional and faith-based leaders, and development partners to strengthen prevention, improve response systems, and ensure accountability across all sectors. The Department is also prioritising the economic empowerment of women and survivors as a key pillar in breaking the cycle of violence and dependency.
Minister Sindisiwe Chikunga reiterated that the fight against GBVF requires collective action and sustained commitment from all sectors of society. “Government alone cannot end GBVF. It demands a united front—where communities, men, and institutions actively challenge harmful norms, protect survivors, and uphold justice,” the Minister said.
The Department continues to champion policy reforms and mainstream GBVF prevention across government planning processes, including integrating NSP targets into departmental Annual Performance Plans (APPs). Through its advocacy and partnerships, DWYPD is working with civil society, youth groups, and community organisations to enhance prevention, shift harmful norms, and expand support for survivors.
While significant progress has been made, the Department acknowledges the remaining challenges, particularly in the areas of funding, capacity, and coordination. DWYPD remains committed to driving a more efficient, adequately resourced, whole-of-society response to ensure the NSP’s impact is felt on the ground.
The Government remains firm that GBVF has no place in South Africa, and all institutions should be mobilised to build a society free from violence, discrimination and fear. Every step taken is a commitment to justice for survivors and the protection of future generations.
As part of the upcoming 16 Days of Activism for No Violence Against Women and Children Campaign, DWYPD will amplify public engagement and accountability measures to drive lasting social change and promote a South Africa free from fear and violence.
