Robin Carlisle, the MEC of Transport and Public Works in the Western Cape has welcomed the decision announced at the Road Traffic Management Corporation (RTMC) meeting in Pretoria yesterday that the Administrative Adjudication of Traffic Offences Act (AARTO) would not be implemented on 1 April 2012.
The announcement was made after a meeting of the shareholders of the RTMC, made up of the national Transport Minister, the nine provincial MECs and two representatives of the South African Local Government Association (Salga).
Minister Carlisle said that it was further decided that a subsequent meeting of the shareholders of the RTMC would be held to consider the major problems confronting the implementation of AARTO.
These would include the high percentage of drivers without legal licences, the even higher proportion of incorrect home addresses on the eNatis system and the imperative of ensuring that Municipal Traffic Law Enforcement capacity is in no way reduced by AARTO’s implementation.
‘This is a very sound approach to the implementation of AARTO,’ MEC Carlisle said.
‘We will only have one chance to get AARTO right. If we do it right, we will create a powerful and positive force to improve national road safety.
‘If do get it wrong, however, we will do inestimable damage to the cause of road safety,’ said MEC Carlisle.
