The Department of Rural Development and Land Reform (DRDLR) on 1 July 2011 launched the e-audit system. The e-Audit is an online, menu driven questionnaire/survey tool. The purpose of the e-Audit is to help the Department to conduct surveys to assess the state of the Spatial Development Frameworks (SDF), Integrated Development Plan (IDP), Geographic Information System (GIS) and Land Use Management Systems (LUMS) of all municipalities across the country. After each survey has been conducted the Department will be able to draw reports and determine the status of all municipalities in terms of SDF, SDF technical, IDP, GIS and Capacity.
With the help of the e-Audit the Department will be able to assess the availability, success, challenges and failures of municipalities’ spatial planning tools. This system will allow the department to compare different municipalities’ performance. The e-audit system will assist Department to determine which municipality is the most efficient and select the one that has an acceptable performance and also identify areas in which the municipalities are failing and provide assistance accordingly. The system is designed in such a way that there is only one administrator, Department users at National level, Department users at Provincial level and Municipal users at each municipality.
There will be a survey running at the end of every quarter. Every municipality will be expected to complete the survey as this will work to their advantage. The e-audit survey has six subsections with a number of questions. Whenever there is a survey an email will be sent to the municipalities that need to participate in the survey, the email will have a link on it to connect to the e-audit website and it will state the user name and password. All users will have a different user name and password.
The system will help us coordinate and assist municipalities that are most in need, it is important that this surveys are done and that all municipalities give the honest answers to all questions so that the municipalities that require assistance can be identified.
The system will allow the Department of Rural Development and Land Reform to work together with local and district municipalities to improve on rural development in South Africa. The effectiveness of the system does not only depend on DRDLR users but also on the cooperation, participation and integration of the municipal users. E-audit will enable DRDLR to monitor and compare the performance of municipalities Spatial Planning tools in South Africa hence DRDLR will be able to assist and provide support to municipalities whom fall short on their spatial planning tools systems in order to render municipality’s spatial planning tools effective and efficient.
