Three biggest municipalities in the North West province have the remainder of this year to finalise their business plans towards assessment of their capacity to perform housing functions in terms of the municipal accreditation policy framework. The date for assessment of their compliance and capacity has been set for 18 and 19 January 2012.
Rustenburg, Tlokwe and Matlosana Local Municipalities briefed the Capacity and Compliance Assessment Panel (CCAP) that was in Mahikeng on Monday for a pre-assessment visit.
All three municipalities have appointed steering committees, put in place remedial measures and reviewed their service delivery frameworks. The stringent process will also review the municipalities’ accreditation business plans, Municipal Housing Sector Plans, Municipal’s 2009/10 Annual Reports, 2009/10 Auditor General’ Reports, Municipal Service Delivery Frameworks, Municipal Integrated Development Plans, 2011/12 Municipal Budgets.
From the provincial department, the team will also review the provincial Five Year Housing Plan, Exco Resolution on accreditation and the 2011/12 Departmental Human Settlements budget.
North West MEC for Human Settlements, Public Safety and Liaison, Ms Desbo Mohono says that the CCAP is to engage with the province and the municipalities to assess the execution of the current level accreditation functions as per the accreditation Framework.
It will also advise the municipalities and the provincial department on how best to ensure compliance with all aspects as per level one accreditation and to resolve any outstanding matters relating thereto.
It will also advise the municipality and the provincial department to reach consensus and a plan of action for full compliance for level two readiness and to agree on a timeline for level two assessment to be undertaken by the panel during the 2011/12 financial year and submit a report to the Department of Human Settlements.
