Third lotto licence operator would focus on localisation, economic empowerment and infrastructure development - Minister Davies

The Minister of Trade and Industry, Dr Rob Davies says the third Lotto Licence operator would focus on localisation, Broad Based Black Economic Empowerment and Infrastructure Development when it begins its operations on 1 June 2015. Dr Davies was addressing a media briefing in Parliament today.

Davies said the economic empowerment and local content requirements of the proposal are aligned with the current Government policy and include amongst others; job creation; skill transfer; strengthening of infrastructure and sustainable development of small enterprises.

“The first two licence periods were moulded around international principles and included international technology partners. The next licence period seeks to ensure a more African lottery,” said Davies.

He also said the Request For Proposal (RFP) document requires applicants to consider and demonstrate how they will leverage the economic benefits of the National Lottery in order to support the development and advancement of the South African Economy.

“The manner in which the new RFP has been put together requires applicants to provide a comprehensive retail distribution network beyond the current extensive footprint and, in particular, to consider expansion to rural and other areas where the National Lottery is currently not available,” added Davies.

The RFP document is available to prospective applicants at a non-refundable fee of R50 000 payable by 31 July 2013. The document outlines the requirement to be met in order to be considered to run the National Lottery. The application must be submitted on 30 November 2013 together with a non-refundable application fee of R2.5 million.

The lotteries Act provides that the Minister of Trade and Industry may, after consultation with the board, issue one licence at one time authorising a person to conduct the National Lottery, which for purposes of section 57 will constitute a lottery. Each Licence is granted for a minimum period of five years or a maximum period of eight years.
