The Standing Committee on Public Accounts (SCOPA) has called on the Independent Communications Authority of South Africa (ICASA) to firm up and take charge in enforcing compliance from licensees.
Today, the entity met with the Committee to discuss its Annual Report and financial statements for the 2011/12 financial year. The Committee noted the inadequate monitoring of compliance and is of the view that the challenges that have resulted from non-compliance with laws and regulations could have been prevented, had compliance been properly reviewed and monitored.
According to the Committee, ICASA has shown strange governance arrangements and has been weak in capacity building and regulating general licence fees. Therefore the Committee calls on ICASA to be firm and robust in performing or executing its duties.
ICASA’s drafting and publishing of new regulations in April 2013 was commended. This will ensure that challenges around the qualification on the accuracy of license fees are resolved. The Committee also commends the position taken by ICASA to opt for an out-of-court settlement with Vodacom regarding a longstanding dispute the two parties had.
