A self-assessment tool to monitor and evaluate municipalities

Seven (7) municipalities in the North West province will embark on a self-assessment pilot project developed by the national department of monitoring and evaluation in the office of the Presidency.

This was revealed when the North West department of Local Government and Traditional Affairs recently held a two day practical workshop on the Municipal Assessment Tool (MAT) at Kedar Country Lodge in Rustenburg.

MAT is a system designed for municipalities to assess their functionality and efficiency regarding the manner in which they operate based on six (6) Key Performance Areas (KPAs) which are service delivery, finances, planning, governance, human resources and community engagement

The head of department for the North West Department of Local Government and Traditional Affairs, Mr Monnapula Motlogelwa said that although the system is in its pilot stage, it will be used to ensure that all municipalities keep in track with the current municipal guidelines and regulations.

“This system is intended to enhance performance, monitoring and evaluation in municipalities and also assist in identifying areas of strengths and weakness. It is also created to ensure that municipalities are efficient and effective in delivering services to their communities in general”, he said.

The seven municipalities which will embark on the pilot project are Bojanala Platinum District Municipality, Dr. Ruth Segomotsi Mompati District Municipality, Moretele Local Municipality, Moses Kotane Local Municipality, Rustenburg Local Municipality, Naledi Local Municipality and Lekwa-Teemane Local Municipality.
