School of Government on procurement for training

Government departments and state entities can now procure training directly from the National School of Government

Government departments and state institutions no longer need to follow a competitive procurement process when sourcing training from the National School of Government, (NSG) under a new policy directive issued by the National Treasury. 

Departments and institutions had to follow an open competitive three-quotation bidding process when seeking training from the NSG, a government department.

The National Treasury Instruction Note 13 of 2026/27, which came into effect on 14 September 2026, allows an organ of state to procure goods or services directly from another organ of state without following the competitive procurement process.

The NSG has welcomed this new development “wholeheartedly” and has consistently called for the policy change as it would make the inter-departmental procurement process easier and faster, said the Acting Principal, Ms Phindile Mkwanazi 

The Acting Principal explained: “In this context, the NSG is an organ of state with a mandate to provide education, training and development within government. Accordingly, training offered by the NSG may be procured directly by other organs of state without the requirement to obtain three quotations. This provides a clearer, more streamlined procurement route for departments and other eligible organs of state seeking to access NSG training programmes.”

Ms Mkwanazi invited departments and organs of state to take advantage of the new directive to source education, training and development programmes from the NSG without going through the original procurement process.
