The Regulation of Interception of Communications Act (RICA) campaign comes to an end on the 30 June 2011. This was a Cabinet decision taken on Wednesday, 22 June 2011. The Department of Communications embarked on a national awareness campaign targeting Gauteng and KwaZulu-Natal as these were the highest non-registered SIM cards and to appeal to all South African citizens to register their SIM cards whether they are cellular, data or other SIM cards used for mobile and data devices.
Today, Deputy Minister of Communications, Mr Obed Bapela, MP intervened with all the mobile operators of the country to obtain current figures and to update the South African public of the status of the RICA campaign.
Through this campaign the mobile operators have done well and are happy to report the figures as follows;
MTN
- Post-paid contract 98 %
- Prepaid 96 %
Vodacom
- Post-paid 98.4%
- Prepaid 93.6%
Cell C
- Post-paid 99%
- Prepaid 92%

- Post-paid and Prepaid 100%
The figures have declined impressively; in March 2011 we reported an outstanding 7 million non-registered SIM cards, now to 95%.
Mobile operators have made the necessary arrangements to ensure that all South African citizens are registered seamlessly.

“Failure to comply with the deadline will result in SIMs being disconnected. Those who have not registered will not be able to make or receive calls and will not be able to send SMSes or use data,” states the Deputy Minister of Communications, Mr Obed Bapela.
