Results of the municipal by-elections held on 7 November 2012

The Electoral Commission (IEC) said the African National Congress won 11 of the 15 municipal ward by-elections which took place on Wednesday, 7 November 2012. Of the remaining seats, three went to the Democratic Alliance and one to an independent candidate.

Voter turnout varied between 66.74% and 24.52% with an average of 35.21%.

One (1) by-election took place in the Eastern Cape. The new councillor is Gloria Nontembiso Baleka of the African National Congress in Ward 21, Intsika Yethu [Cofimvaba] Municipality – EC135. The seat was retained by the party.

Four (4) by-elections took place in Gauteng. Three of the four new councillors represent the Democratic Alliance while the fourth one is from the African National Congress.

The Democratic Alliance councillors are:

  • Richard Lees in Ward 28, Mogale City [Krugersdorp] Municipality – GT481. The seat was retained by the party
  • Sarah Magdeline Bock in Ward 10, Randfontein [Randfontein] Municipality – GT482. The seat was retained by the party.
  • Osman Cassiem in Ward 58, City of Johannesburg [Johannesburg] Municipality – JHB. The seat was retained by the party. The councillor representing the African National Congress is Eugenia Moetedi Thobejane in Ward 8, Tshwane Metro [Pretoria] Municipality – TSH. The seat was retained by the party.

Four (4) by-elections took place in Kwazulu-Natal. The new councillors all represent the African National Congress. They are:

  • Khayelihle Registone Shinga in Ward 4, Hibiscus Coast [Port Shepstone] Municipality – KZN216. The seat was retained by the party.
  • Bongani Sunset Dladla in Ward 1, Umtshezi [Escourt] Municipality – KZN234. The seat was retained by the party.
  • Zwela Zwane in Ward 8 also in Umtshezi [Estcourt] Municipality – KZN234. The seat was retained by the party.
  • Abel Emmanuel Sithembiso Buthelezi in Ward 14, Nqutu [Nqutu] Municipality – KZN242. The seat was retained by the party.

One (1) by-election took place in Limpopo. The new councillor in Ward 9, Aganang [Moletji/ Matlala] Municipality – LIM352, is Pitsi Matthews Makweya of the African National Congress. The seat was retained by the party.
                                          
Two (2) by-elections took place in Mpumalanga. The new councillors both represent the African National Congress.

They are:

  • Goodness Thembelihle Nkosi in Ward 4, Mkhondo [Piet Retief] Municipality – MP303. The seat was retained by the party.
  • Madayizi Bility Mokoena in Ward 1, Mbombela [Nelspruit] Municipality – MP322. The seat was retained by the party.

One (1) by-election each took place in North West and the Northern Cape. The new councillors are:

  • Michael Mogomotsi Molefe, an independent in Ward 33, Rustenburg [Rustenburg] Municipality – NW373, North West. This seat was previously represented by the African National Congress.
  • Mothusi Joseph Dichabe of the African National Congress in Ward 10, Ga-Segonyana [Kuruman] Municipality – NC452, Northern Cape. The seat was retained by the party.

One (1) by-election took place in the Western Cape. The new councillor is:

  • Delina Susan Goedeman of the African National Congress in Ward 2, Matzikama [Vredendal] Municipality – WC011. This seat was previously represented by the Democratic Alliance.
