The Electoral Commission (IEC) said the African National Congress won 8 of the 13 municipal ward by-elections which took place on Wednesday, 1 August 2012. Of the remaining seats, three went to the Democratic Alliance and two to the Inkatha Freedom Party.
Voter turnout varied between 68.37% and 23.64% with an average of 49.49%.
There were three by-elections for the Eastern Cape, one of which was uncontested. The new councillors all represent the African National Congress.
They are:
- Zwelinzima Tshungwana in Ward 11, Mhlontlo [Qumbu] Municipality – EC156. The seat was retained by the party
- Given Cecil Mawethu Kiviet in Ward 19, Mhlontlo [Qumbu] Municipality – EC156. This ward was uncontested. The seat was retained by the party; and
- Zolile Feni in Ward 23, Mhlontlo [Qumbu] Municipality – EC156. The seat was retained by the party.
One by-election each took place in the Free State and Gauteng, one of which was uncontested.
The new councillors are:
- Pieter Jacobus La Cock of the Democratic Alliance in Ward 18, Ngwathe [Parys] Municipality – FS203 in the Free State. The seat was retained by the party; and
- Bongani Abram Simelane of the African National Congress in Ward 12, Lesedi [Heidelberg] Municipality – GT423. This ward was uncontested. The seat was retained by the party.
Four by-elections took place in KwaZulu-Natal.
The new councillors are:
- Sithandile Mnikezeni Mlambo of the Inkatha Freedom Party in Ward 5, Umtshezi [Estcourt] Municipality – KZN234. The seat was retained by the party;
- Mbhekiseni Cyprian Nkumane of the Inkatha Freedom Party in Ward 8, UPhongolo [Pongola] Municipality – KZN262. The seat was previously represented by the National Freedom Party;
- Barend Hancke of the Democratic Alliance in Ward 9, Abaqulusi [Vryheid] Municipality – KZN263. The seat was retained by the party; and
- Nhlanhla Richard Mnqayi of the African National Congress in Ward 2, Ntambana [Ntambana] Municipality – KZN283. The seat was retained by the party.
One by-election each took place in Limpopo, Mpumalanga, Northern Cape and the Western Cape.
The new councillors are:
- Musa Andrew Tshehla of the African National Congress in Ward 27, Greater Tubatse [Burgersfort / Ohrigstad / Eastern Tubatse] Municipality – LIM475 in Limpopo. The seat was retained by the party;
- Danisile Lebo Tlou of the African National Congress in Ward 2, Govan Mbeki [Highveld Ridge] Municipality – MP307 in Mpumalanga. The seat was retained by the party;
- Kgomotsego Stoffel Mokale of the African National Congress in Ward 1, Phokwane [Hartswater] Municipality – NC094 in the Northern Cape. The seat was retained by the party; and
- Michael Adolph Rangasamy of the Democratic Alliance in Ward 6, Swartland [Malmesbury] Municipality – WC015 in the Western Cape. The seat was retained by the party.
