Quality output is target for education

Teachers who can properly assess learners by applying appropriate standards: that’s the aim of the Annual National Assessment programme, which is part of the Action Plan to 2014.

The Portfolio Committee on Basic Education has been told by the Director-General of the Department of Basic Education, Mr Bobby Soobrayan, that the Action Plan should help improve the experience of teachers in applying the correct standards. Mr Soobrayan appeared before the Committee to present the Department’s Action Plan to 2014.

The Director-General’s detailed Action Plan provides for a system that should be in place by 2014 to improve schooling in South Africa. It is part of the Schooling 2025 vision, which includes long-term targets for South Africa’s schooling system.

Some of the goals of this Action Plan include increasing the number of Grade 12 learners who qualify to study for a Bachelors degree at a university, as measured by the national examinations. Against the baseline of 110 000 learners who were eligible in 2009, the Action Plan is targeting 175 000 learners by 2014.

Mr Bobby Soobrayan says no single stakeholder, including the government can achieve these targets on its own. “Therefore all stakeholders, including provincial departments, non-governmental organisations and other partners are critical in the successful implementation of this schooling system,” he said.

The Action Plan also details the roles of all involved, to achieve these improvements.

Members of the Committee welcomed the presentation and believe that this is a good plan that will help better the country’s education system
