Provincial Regulatory Entity (PRE) programme takes off

Eastern Cape Department of Transport’s Provincial Regulating Entity [PRE] will embark on a provincial expedition in a bid to resolve the existing operating licenses application backlog.   

This entity was launched by the MEC for Transport, Roads and Public Works, Ms. Thandiswa Marawu in October 2011 in terms of the National Land Transport Act No 5 of 2009, Section 23 (1), where it is stated that:

“Every MEC (responsible for transportation) must establish a Provincial Regulatory Entity within the relevant provincial department, to perform the functions of that entity in the province.”

This group of departmental officials replaced the Operating Licensing Boards and their role is to:

  • Monitor and oversee public transport in the Province
  • Receive and decide on applications relating to operating licenses

PRE is expected to expedite the adjudication of applications in various areas as follows:

  • 7 - 8 March 2013  – Port Elizabeth –Cacadu district boardroom
  • 11 - 15 March 2013 – East London – Amatole district boardroom
  • 18 - 22 March 2013  – Queenstown – Chris Hani  boardroom
  • 25 - 26 March 2013 – Aliwal North  - Joe Gqabi district boardroom
  • 27 - 28 March 2013 – Mt Ayliff – Alfred Nzo district boardroom
