The Portfolio Committee on Telecommunications and Postal Services is concerned about the slow pace of the investigations by the Special Investigating Unit (SIU) into some entities of the department.
The Committee received a report from the SIU head, Adv Vasantrai Soni, on the progress in all outstanding investigations into the affected entities. The intention of the meeting was to get an update and the scope of current probes within the Telecommunications and Postal Services as proclaimed by the President.
Committee Chairperson, Mmamoloko Kubayi, urged the SIU to work with necessary urgency towards finding speedy resolutions, noting due processes that need to be adhered to in filing a court application.
Meanwhile, the Committee also had an interaction with the State Information Technology Agency (SITA) and Za Domain Name Authority (ZaDNA) to engage on their mandate, successes and challenges. The Committee welcomed ZaDNA’s presentation but raised concerns about lack of detailed information from SITA’s presentation and advised that the matter needed to be attended to.
“You come here and tell us about the Auditor-General’s findings from the 2013/14 financial year but your presentation lacks the specifics. In order to enable the Committee to play its oversight role effectively, you need to list all the findings and tell us what the entity has done about them and what strategies you have put in place to ensure that they do not recur,” Kubayi said.
She appealed to SITA, working together with the Department of Telecommunication and Postal Services, to amend the SITA legislation in order to accommodate emerging trends in the sector as well as aligning to other relevant legislations that have direct impact on the work that SITA is mandated with.
