Mitigating against risk crucial as resources are not limitless – Premier Mahumapelo
Agriculture, Culture, Tourism (ACT), Villages, Townships and Small Dorpies (VTSD), Reconciliation, Healing and Renewal (RHR), Repositioning, Rebranding and Renewal (RRR) and Setsokotsane are some of the key concretes that the North West Province uses to manage risk, grow the economy of the province and address the triple challenge of poverty, unemployment and inequality.
This was said by Premier Supra Mahumapelo while addressing the 2015 North West Provincial Risk Management Indaba at Cookes Lake in Mahikeng earlier today.
Premier Mahumapelo said these five fundamentals were good examples of risk mitigation, citing Setskotsane as an example.
“Setsokotsane is mitigation against risk that comes about as a result of poor communication between government and our people on the ground. It is about closing the gap between the masses of the people on the grounds, the politicians, the public service and the private sector. It’s about unblocking the blockages that exist on the ground in as far as service delivery is concerned. If we are not doing something about poverty, unemployment and inequality then we are not mitigating against risks,” said Mahumapelo.
MEC Wendy Nelson of Finance, Economy and Enterprise Development, said the Province was very excited to host the annual risk indaba, saying that it will help the province in its implementation of effective risk management.
“We want to be proactive in identifying risk and managing it in order to effectively and efficiently use resources to improve the quality of life of the people of Bokone Bophirima,” Nelson said.
MEC Nelson said the Provincial Treasury has got three pillars of risk management namely, building risk management capacity, monitoring and assessing the implementation of risk management, and enforcing public management finance act and prescribed norms and standards.
Audit Committee Member, Vincent Mokgobinyane said their role was to ensure that risks identified are assessed, rated properly and well managed. He said, however, that some departments were not taking risk management seriously.
“Common problems that we find include: inadequate capacity, risks not being timeously identified, institutions not reporting to the Audit Committee on risk management, or institutions focusing on developing the risk register but neglecting the management of risk contained therein,” stated Mokgobinyane.
The two-day risk indaba which is being held under the theme “Risk Management repositioning and fast-tracking service delivery in Bokone Bophirima Province,” will end tomorrow when delegates will be expected to come up with inventive ways to improve risk management in the public service.
