Premier Sefora Ntombela and MEC Makalo Mohale announce the new FDC board of directors

Today the Free State Premier, Mrs Sefora Ntombela, together with the MEC for Economic, Small Business Development, Tourism & Environmental Affairs (DESTEA), Mr Makalo Mohale, as well as Members of the Executive Council, unveiled the names of members of the Free State Development Corporation’s (FDC’s) Board of Directors.

The FDC, which is regarded as the strategic catalyst for economic development in the province, has been without a Board since June 2021. After due consideration, the Executive Council (EXCO) approved the appointment of the Board, which was appointed as of 12 December 2021 by MEC Mohale.

Below is a brief background of newly appointed Board members:

Dr. David Matheakuena Mohale has been appointed as the FDC Chairperson. 

Dr. Mohale originates from Theunissen, Masilonyana Local Municipality, Free State. He holds a PHD in Development Studies and Master’s Degree in Public Policy Management. He has great knowledge in strategy development, implementation and review including the complex work of scenario planning.

He currently serves in the Municipal Demarcation Board as the Committee Chairperson of the Knowledge and Research Committee and is also a member of the Public Policy Network under the leadership of the Presidency.

Ms. Ntahle Snowhite Charlotte Khetha is the Deputy Chairperson.

Ms. Khetha originates from Thaba-Nchu, Mangaung Metro Municipality, Free State. She holds a Bachelor Degree in Management Leadership and a post graduate diploma in business administration and currently completing her MBA. Registered with the Chartered Institute of Management Accounts in pursuit of becoming a Chartered Management Account.

She has extensive experience in the Banking Sector both commercial and corporate.

Ms. Sybil Naledi Sithole

Ms. Sithole is an accomplished ICT professional with a track record of 21 years in Business Intelligence (BI) and IT Management work experience (a total of 13 years in senior leadership, to which 7 years was in various executive roles).

She is a Certified Chief Information Officer (level 2) and holds various qualifications including a Post Graduate Degree and a Management Advancement Programme.

Ms. Zimkhitha Nhlapo         

Ms. Nhlapo is an experienced and admitted Attorney with a track record of 11 years in the Master of the High Court. Her key expertise is on deceased estates, insolvencies, trusts, curatorship and Guardian Fund.

She holds an LLM in Private Law, LLB and a B-Proc and currently is a Director at the Ngququ Attorneys.

Mr. Lucky Thuto Motsamai

Mr. LT Motsamai originates from Bloemfontein, Free State. He is currently the CEO of the Free State Black Business Chamber. Mr. Motsamai holds a Post Graduate Diploma in Business Administration and Bachelor of Commerce Economics with an extensive experience in business development.

Mr. Thabang Azael Motloi   

Mr. Motloi originates from Botshabelo, Mangaung, Free State. He is a qualified Chartered Accountant, with 16 years extensive experience in Audit and has served in various management roles over the years.

He holds a B.Compt (HONS), Bachelor of Accountancy, and served as a co-opted member of the SAICA Free State Council (2017 to 2019). He is currently serving as co-opted Member on the SAICA Central Region Council from April 2020 to date (representing ABASA Free State, North West & Northern Cape).

Mr. Isaac Velile March

Mr. Isaac is a seasoned investment professional with over 14 years of experience in finance and investments, spanning across corporate finance, SMME (Private Equity) investments, Project Financing and Impact Investing.

He holds a B.com Accounting Degree; and completed a Professional Certificate in Accounting Science. He completed his SAICA articles and considerably advanced his career in the Development Finance space, when he joined the Development Bank of Southern Africa (DBSA), working largely with the International Division of the Bank.

“For quite some time, the FDC has been on the news for wrong reasons, and we had to take bold decisions and appoint a new, competent Board. We are happy with the new Board, and we have confidence that they will enhance governance and management to ensure the FDC becomes a relevant tool for economic development and growth” – MEC Mohale said.

The Premier, who was visibly happy at the appointment of a team of competent, qualifies, young and energetic people, wished the Board well in the execution of their functions.

“The Free State Provincial Government commits to give full support to the new Board. The collective task to appoint this Board was not easy. We therefore implore upon you to bring those new and fresh ideas on the table. This you must do because we want the build the Free State we want”, the elated Premier said.
