Premier Phumulo Masualle embarks on Public Servants Policy Engagement Programme

The Eastern Cape Office of the Premier is embarking on a province wide Public Servants Policy Engagement Programme from the month of June to November 2015. This initiative seeks to realise the Batho Pele Revitalisation Strategy that was developed by the Department of Public Service and Administration (DPSA). The strategy has been informed by the baseline analysis conducted on implementation of the Batho Pele principles after which four themes were recommended as strategic mechanisms for accelerated implementation of the Batho Pele programme.

These following strategic themes:- taking public service to the people, know your service rights campaign, putting people first, and mainstreaming and institutionalizing Batho Pele, are set out to ensure seamless harmonisation and implementation of institution building and transformation programmes to improve service delivery. The ongoing sessions focuses on identifying service delivery challenges and development of qualitative corrective solutions.

Local Government sphere and National departments operating within the province will also be participating in this program, in so-doing seamless delivery of services can take place where all service delivery implementation efforts will be aligned.

During these sessions OTP will also engage public servants on implementation of policies (new and old). This approach to policy awareness creation will eliminate misunderstanding in interpretation and implementation of new and current policies, strategies and frameworks to turn around the state of Government Human Resources Management in the Province.

The Public Servants Policy Engagements Sessions aims to:

  • Deepen the understanding of the alignment of the National Development Plan, Provincial Development Plans and the State of the Province Address.
  • Enhance good and productive working relations between staff and management in public service institutions  and District government officials
  • To effectively disseminate government information and heighten awareness on effective service delivery that will benefit citizens
  • Ensure the alignment of the service delivery imperatives and closing the gap between policy formulation and implementation
  • Serve as a platform to advance the development of shared public sector norms and values across all spheres of government.

The Sessions will give impetus to a number of Batho Pele Revitalisation Strategies aimed at reviving and strengthening institutional culture change and ensure that citizens benefit from services that they are entitled to.
