History of PS&EYA
The Premier’s Service and Youth Excellence Awards are a fitting tribute to individuals and teams whose commitment to the quality delivery of service has contributed to the changing the lives of citizens in Mpumalanga. The awards scheme has been in existence since 2001.
2. Purpose
The purpose of the 10th Annual (PS&YEA) Awards is to promote and encourage best practice in public sector. The awards recognise successful and effective service delivery projects and initiatives that have been achieved through the application of Batho Pele approaches, methodologies and tools. The awards provide opportunities for information sharing, lesson learning, partnerships and the replication of successful initiatives.
3. Entry requirements (Eligibility)
3.1 The project must originate or have been significantly improved within Mpumalanga Province and South Africa in general;
3.2 Projects must provide direct benefits to South Africans;
3.3 The Awards are open to all government departments at national and provincial level, municipalities; and
3.4 The project must be in existence for 1 year or more (excluding the pilot phase).
4. Categories
Awards will be presented in the following categories:
4.1 Education Institutions ;( public, primary, secondary and higher education);
4.2 Health Institutions; (public hospitals, clinics and community health centres);
4.3 Back Office Operations ;( human resource, finance, supply chain management etc);
4.4 Government Sponsored Innovative enhancements of internal systems of government, (e.g. PPP Projects);
4.5 Special Premier’s Award and
4.6 Overall Winner ( Project of the Year Award)
5. Criteria for Selection
5.1 Innovation:
5.1.1 If your organisation innovatively decreased waiting times for citizens.
5.1.2 If your department innovatively improved turn-around times for services rendered to citizens.
5.1.3 If your institution have innovatively reduced the number of steps needed to receive a service.
5.1.4 If your organisation used available capacity innovatively.
5.1.5 If your organisation introduced innovative technological solutions that has improved service delivery.
5.1.6 Demonstrate that you implemented innovative back-office systems in support of quality and efficient service delivery.
5.1.7 If your organisation have innovatively partnered with private and other sectors to improve service delivery?
5.2 Impact:
5.2.1 Demonstrate tangible improvements in quality of services delivery citizen’s satisfaction with the service to tangible impact;
5.2.2 Demonstrate significant impact within the originating organisation or within the sector and among the general public; and
5.2.3 Have a significant positive impact within South Africa.
5.3 Sustainability:
5.3.1 Have been in operation for at least one year or more;
5.3.2 Ability to be implemented and therefore show growing momentum in implementation;
5.3.3 Ability to survive and prosper into the future (economically and otherwise); and
5.3.4 Ability to uphold and promote social, economic and environment impact in global sustainability.
5.4 Replicability:
5.4.1 The project should be able to survive and prosper in other areas where is duplicated.
6. Benefits of entering the PS&EYA Awards
6.1 Finalists receive a certificate of commendation and the winners receive a trophy and monetary prize;
6.2 Eligible finalists are entered for other prestigious national and international awards; and
6.3 Finalists and winners will be invited to attend the awards ceremony with a partner.
7. Entry guidelines and rules
7.1 Entries should be stapled rather than bound;
7.2 Entry forms must be filled in correctly and with as much information as possible;
7.3 Hand written entries are not encouraged; in cases where this is unavoidable please write legible;
7.4 Only e-mailed, posted and hand delivered submissions will be accepted. Faxed entry forms will not be accepted;
7.5 Samples (video, publications, brochures, CD/DVD) will not be returned;
7.6 The prizes are not transferable;
7.7 The adjudicators and their associates will not enter into discussion on the entries;
7.8 The information provided in the submission form and during the verification process is legally binding; and
7.9. The Premier’s Office shall not bear any costs relating to the entry, including postage.
8. Verification process
8.1 Where necessary, project managers will be contacted for a verification process which may be through email, telephone, face to-face interview and / or site visit; and
8.2 Please provide the names of four (4) individuals who can verify the existence of the project.
9. Adjudication Process
9.1 Entries will be judged by a panel of nominated adjudicators;
9.2 The adjudicators decision is final and no correspondence will be entered into; and
9.3 The adjudicators retain the right to move an entry to a category they deem to be appropriate.
10. Administration
10.1 All entries will be acknowledged and allocated a reference number by the (Public Service Transformation and Service Delivery Improvement (PST & SDI);
10.2 The closing date for submission is 30 August 2013

12. General information (submission forms)
After assessing the category winners, the adjudicators will, at their own discretion, select the Public Sector Service Delivery Project of the year (team or individual).
