For the record 11th time in succession, the Department of Planning, Monitoring and Evaluation (DPME) has achieved a clean audit outcome for the 2022/2023 financial year.
This audit outcome was supported by a remarkable 95% performance achievement against the Annual Performance Plan (APP) targets, which represents a 15% improvement compared to the 80% achieved in the 2021/2022 financial year.
The performance outcomes were revealed during the recent Portfolio Committee on Planning, Monitoring and Evaluation meeting where the Auditor-General of South Africa (AGSA), DPME Minister, Ms Maropene Ramakgopa, and Director-General, Dr Robert Nkuna, presented the Department’s 2022/2023 Annual Report.
Minister Ramakgopa credited the clean audit and improved performance to the relentless toils of dedicated officials in the Department, as well as good corporate governance and adherence to stringent financial controls.
To improve and entrench accountability towards the implementation of government programmes and projects, the DPME conducted several monitoring and evaluation of government programmes in 2022/2023. These include; Operation Phakisa, Land Restitution Evaluation Study, Government Flood Disaster Interventions, and Economic Reconstruction and Recovery Plan (ERRP). “In this (2023/2024) financial year, the Department aims to conduct evaluations related to Youth Employment Creation Programmes and the National Food and Nutrition Security Plan.
Additionally, the Department continues to conduct rapid evaluations alongside the approved National Evaluation Plan which is anchored on the seven priorities of the Medium-Term Strategic Framework (MTSF) 2019–2024,” said Minister Ramakgopa.
The DPME has also developed and produced evidence-based reports including monitoring the National Development Plan (NDP) indicators; a synthesis report on all research projects to review and support the implementation of the NDP; and a stakeholder engagements report on the NDP implementation.
Minister Ramakgopa informed members of Parliament that a 2nd Edition of the COVID-19 Country Report is currently being finalied through collaboration with the National Research Foundation (NRF) and the Government Technical Advisory Centre (GTAC). “The reports are intended to inform intervention and management of similar health disasters in the future,” she explained.
Minister Ramakgopa added that the Department will work collaboratively with stakeholders to promote the building of a capable, ethical, and developmental state and contribute to the realisation of the NDP development goals. “The DPME will also continue to work with sectors to embed a results-based approach and improve alignment with the NDP and MTSF through the standardisation of indicators for sectors with concurrent functions,” the Minister said.
The Standardised indicators for eight sectors were approved for implementation in the 2023/24 financial year. As 2023/2024 marks the final year for this 6th administration, and effectively the last year for the MTSF 2019–2024, the Department has initiated the processes to plan for the seventh administration.
The process of developing the five-year plan for the 7th administration will be informed by a review of the current planning methodology and the integration of new approaches such as scenario planning, modelling and others. The Department continues to actively monitor the implementation of the developmental plans, especially the MTSF 2019–2024 as a vehicle towards the realisation of the NDP priorities.
