Planners make inputs on the provincial planning and land use draft bill

The planning and development cartel in the North West province recently saw major moves to the right direction when planners in the province converged at Kedar Country Lodge in Rustenburg to make inputs on the draft provincial Spatial Planning and Land Use Management Bill.

Leading the pack was the North West Department of Local Government and Traditional Affairs’ Chief Director for Development and Planning, Mr Seth Ramagaga who insisted that the final version of the draft bill should reflect, address and promote best possible of ways for spatial planning and land use management in the province.

“This will not be an easy process. All relevant stakeholders will have to be hands on in working tirelessly in creating a piece of legislation which will contribute to the history of planning and development while also addressing and eradicating the previous apartheid segregated spatial planning of land which separated black and white South Africans. This will also enable us to have uniform systems for planning and land use throughout the province.”

Ramagaga also added that the timing for inputs on the provincial draft bill was perfect as President Jacob Zuma has just signed the Spatial Planning and Land Use Management Bill into Law.

“Our biggest task as the provincial government is to facilitate the development of our provincial legislation which must integrate all districts and their different dynamics to create specific legislation to manage land use and development in the province where land use management is to a large extent hampered by the complexity of current legislation which causes vast confusion and increases the administrative burden on municipalities,” Ramagaga said. 

Once this bill has been signed into act, it will assist the local and provincial spheres of government to develop their own land use management skills while aligning with the National Act to maintain the consistency with the legislation.
