The MEC for Co-operative Governance and Traditional Affairs, Mr Norman Mokoena, has expressed satisfaction with the progress being made by the Pixely Ka Seme Municipality, since it was put under administration in terms of section 139(1) (b) of the Constitution of the Republic of South Africa, 1996 (Act No.108 of 1996).
A progress report presented to MEC Mokoena indicates that the municipality has adopted the section 106 report and that the recovery plan which was developed by the Administrator, Mr Meshack Nkosi, is being fully implemented. The municipality has also established a labour forum that will enable it to deal with labour issues at an early stage before it escalates to a dispute, a human resources manager will be appointed shortly.
The administrator is working on finalising the Integrated Development Plan for 2009/10. The processes of aligning the budget, identification and prioritisation of projects will be done and there will be intensive public participation in these processes. A process to ensure that there is a reviewable of the organogram to properly align functions and fill all critical post is also underway.
The administrator continues to interact with all stakeholders including the community regularly to share information and explain the municipality’s plans and programmes.
In a quest to beef up the capacity of the administrator, the department has appointed two assistants Mr Sinky Ngobe and Mr Khaya Mpungose. Mr Ngobe will assist with legal matters, whilst the Mr Mpungose will assist with administrative and technical support.
The municipality was placed under administration following the Executive Council decisions in its meeting on 25 February 2009 where it endorsed the assumption of responsibility by the Department of Local Government. The decision by the Executive Council followed numerous events of unrest in the municipality.
