Phindela appointed Secretary to National Council of Provinces

Parliament’s National Council of Provinces (NCOP) has appointed advocate Modibedi Eric Phindela as Secretary to the NCOP with effect from 1 June 2010.

All nine provinces were in favour of the motion, moved without notice by the Chief Whip of the Council Ms Nosipho Ntwanambi at a sitting of the NCOP on Wednesday 19 May.

The rules committee made the recommendation after consideration of the need to ensure stability of the administration of the NCOP. The secretary’s role is to provide procedural and administrative support.

Advocate Phindela has been acting secretary to the council since March 2009, Advocate Phindela’s previous experience includes a stint as Deputy Dean of Law and lecturer in law at the then University of the North.

He has also served as researcher at the Constitutional Court, as a commissioner of the Commission for Conciliation, Mediation and Arbitration, as senior legal advisor to the Mpumalanga Legislature, executive manager of Parliamentary proceedings at the same legislature, in the Pan African Parliament as deputy clerk and in the NCOP as under secretary.
