Parliament concludes provincial intervention assessment to Tswaing and Ventersdorp municipalities

Select Committee on Cooperative Governance and Traditional Affairs (COGTA) concludes provincial intervention assessment

The Select Committee on Cooperative Governance and Traditional Affairs, having concluded its fact finding mission to Tswaing and Ventersdorp municipalities, will deliberate on the report and advise the National Council of Provinces on how to proceed with the application by the North West Provincial Executive Council to invoke of Section 139 (1) (b) of the Constitution on these two municipalities.

The Committee’s fact finding mission afforded an opportunity for presentations by municipal stakeholders such as; organised labour, political parties represented in respective councils, business sector, ward committees as well as youth and women groupings. These presentations, together with the presentations by respective acting Municipal Managers and Administrators would be considered when the Committee makes its determination.

The Committee assured residents of these municipalities that it would closely monitor commitments and undertakings made by the MEC of Local Government and Housing, Mr Collin Maine, who attended both meetings.

The Committee also extended its gratitude to community members of these municipalities for coming out in numbers in a bid to ensure that they took an active part in the affairs of their respective municipalities.

The Committee visited these municipalities after having received an application for the invocation of Section 139 (1) (b) of the Constitution against these municipalities as a means of aiding them out of their dismal financial management and leadership performance, unhealthy labour relations, weak internal controls, flouting of supply chain management regulations, among other things. These irregularities, inefficiencies and poor performance led to deplorable levels of service deliveries which necessitated the provincial government to write to the NCOP in April this year and seek approval of the provincial intervention.
