Outcomes of Road Traffic Management Corporation shareholders' Committee meeting

The Shareholders’ Committee (SC) of the RTMC met and discussed a number of issues that required its attention. 

The following were issues that the SC deliberated and resolved on:

  • eNatis Transaction Fees and related Court Cases
  • Report on the case lodged by the former Acting Chief Executive Officer of the RTMC;
  • Incidents of fraud at the RTMC;
  • Update on the Road Safety Capacity interventions in Provinces;

On eNatis

On the matter of eNatis transaction fees; report was taken on progress related thereto. Key here was the task team of officials that are engaging with National Treasury, eNatis contractor on the transfer of eNatis to the RTMC as the function reside within its scope and with the fees collected are with the RTMC for this purpose. The act governing the RTMC is founded on ten key functional areas, seven of which have long being transferred to it and three of which are currently in a process of being transferred being eNatis, motor vehicle licencing and testing.

Case lodged by former Chief Executive Officer

The Shareholders’ Committee noted the report and resolved that the RTMC Shareholder Committee and the Board will defend matter instituted by Mr. Collins Letsoalo against itself and other respondents.

Incidents of fraud at RTMC

On the matters of fraud, the RTMC tabled a report that identified cases of fraud and is currently pursuing this case. The total amount involve on this matter is R8,6 million that was stolen as discovered in May 2014.

The Shareholders’ Committee noted progress and resolved that the RTMC must pursue all cases revolving around this and all affected stakeholders must cooperate with law enforcement agencies in the interest of the RTMC and the state.

Update on Road Safety Capacity in provinces

Furthermore; the Shareholders Committee noted the challenges and constraints faced by the law enforcement agencies and tasked the RTMC and the Department of Transport to increase the resources allocated to provinces in the enhancement of road safety programmes. To ensure visible policing at all times, it was also resolved that the twenty-four-seven (24/7) law enforcement guidelines be finalised in consultation with all relevant stakeholders.
