For accountability and consultative process, on Wednesday 7 October, Minister Sicelo Shiceka and Deputy Minister Yunus Carrim led a departmental team of senior officials under the Acting Director-General, Elroy Africa, to present the Operation Clean Audit (OPCA) strategic plan to parliament.
The presentation was made to a joint meeting of Parliament’s portfolio and select committees, comprising Standing Committee for Public Accounts (SCOPA), Department of Cooperative Governance and Traditional Affairs (COGTA) finance, and members of the public. Minister Sicelo Shiceka led the briefing to Members of Parliament (MPs), supported by head of Operation Clean Audit 2014, Dr Batandwa Siswana.
Discussions covered the challenges faced by municipalities and provincial departments, as well as the support mechanisms and structures. The objective is to enhance the quality of financial statements. OPCA is due to be launched in the Eastern Cape, Gauteng, the Free State and KwaZulu-Natal within the next few weeks. The other provinces have launched the programme and are in the implementation phase.
