Official statement on the dissolution of Nokeng Tsa Teamane Municipal Council

Today the Gauteng Executive Council resolved to dissolve the Municipal Council of Nokeng Tsa Taemane in terms of section 139(5)(b) of the Constitution and appointed Mr Kayoom Bhyat as administrator. The effect of the dissolution means that all the councillors of Nokeng cease to be councillors with immediate effect and all the powers and functions of the municipal council will now be executed by the administrator.

“The resolution by Gauteng Executive Council was prompted by the fact that over a long period of time the financial situation of the municipality has been and still in a crisis. The municipality has been in serious and persistent situation of not being able to provide basic services and to meet its financial commitments. Notwithstanding an aggressive financial recovery and support plan that was imposed by the Province in collaboration with National Treasury and the Development Bank of South Africa the municipality failed to turn around its financial position.

The municipality acknowledged that it was experiencing financial problems and accepted the mandatory interventions,” said MEC Lekgoro “Under these circumstances the EXCO had no option but to dissolve the municipal council in order to ensure effective governance and service delivery. Continued and consistent service delivery to all the people of Nokeng Tsa Taimane is of paramount importance,” said Lekgoro.

Mr Bhyat has a wealth of experience in local government finance, programme management and overall business acumen. “He will be supported by a team comprising of experts in technical service delivery and infrastructure support, finances, legal and project management,” Lekgoro said.

“On the Merger of Tshwane and Metsweding, we can assure the public that the plans are going very well. We don’t anticipate any delays and are hopeful that by the time of the elections this matter (merger) will be finalised” Lekgoro concludes. It has also been widely publicised that the Metsweding District, of which Nokeng forms part, will be merged with the City of Tshwane after the forthcoming 2011 local government elections.
