The 2024 Medium-Term Budget Policy Statement (MTBPS) announced the restructuring of government’s institutional arrangements for infrastructure finance and implementation. One of the key measures announced in this regard is the creation of multiple windows of the Budget Facility for Infrastructure (BFI).
The BFI is an appraisal review process that supports the consideration of large-scale infrastructure proposals - valued at R1 billion or more - that require fiscal support to cover a viability gap. In 2025/26, four BFI windows will open with dedicated appraisal capacity assessing the proposals. The first of these windows is now open and will close on 16 April 2025.
The National Treasury is issuing this circular to facilitate this arrangement. Public institutions that qualify to submit proposals include National, Provincial and Municipal spheres of government as well as Public Entities. In the case of non-departmental entities all proposals must follow the process outlined in the circular.
The circular provides detailed information concerning the eligibility criteria that will be used, the technical submission requirements, and the closing dates for the quarterly windows, among other things.
