Provincial Treasury to roll out financial recovery plans to the 14 targeted municipalities
The North West Finance MEC Motlalepula Rosho says that the Province remains concerned about the state of financial management in its municipalities. This state has been compounded by the COVID-19 pandemic which negatively affected municipalities’ ability to deliver critical services of water, sanitation, electricity, roads and refuse removal.
MEC Rosho while tabling the 2021/22 Provincial Budget announced that the Provincial Treasury will be rolling out financial recovery plans to 14 targeted municipalities with serious financial management and capacity challenges. The capacity building intervention aims to improve the financial management and reporting capacity of the municipal officials. The intervention will include budget management, contract management, municipal standard charts of accounts (mSCOA) and GRAP standards.
“Our municipalities are facing financial management crisis and it is crucial that as a Provincial Treasury that we provide necessary support and ensure that they are capacitated in all areas that need attention as per the provisions of the Municipal Finance Management Act (MFMA). We will be intensifying our support to these municipalities through a coordinated process of the District Development Model (DDM) as well as building capacity in terms of Section 154 of the Constitution. A multifaceted panel constituting of legal, engineering and organisational development experts will be established to address challenges faced by municipalities in service.
