North West Local Government on Intervention Team in Ngaka Modiri Molema District Municipality

Ngaka Modiri Molema District - results and performance - the first 30 days

The first priority of the Intervention Team deployed in Ngaka Modiri Molema District Municipality is the restoration of water throughout the district, and will remain the single most important priority throughout the intervention. This is as per the terms of reference of the Intervention Team led by Administrator Kumaran “Kulu” Nair.

The phases of this priority are:

1. Restoration of water and repairs to infrastructure

2. Reduction of tankering services and the increase of permanent infrastructure

3. Consolidated capital infrastructure for water in the district which will include:

a. New sources of water

b. New reservoirs

c. New distribution infrastructure

The District Municipality embarked on an Emergency Repairs Program to restore water flow, and secure water points, providing for uninterrupted water to areas where water supply had been disrupted, and water points previously rendered dysfunctional.

The Administrator Kulu Nair said “Community Leaders, Activists and Councillors committed to ensure that all restored and repaired water points are protected, and authorities informed of any malicious or other damage to municipal infrastructure. The Blue Drop and Green Drop processes to ensure high standards and quality of both water and sanitation are already underway. This pocket of Water Infrastructure Development compliments the broader Setsokotsane Program of the Bokone Bophirima Province led by our Honourable Premier Supra Mahumapelo”.

“The Suspension of the former Municipal Manager paves the way to restore operational functionality of the Ngaka Modiri Molema District Municipality” added Nair.

Plans are underway for the next 30 days to consolidate all the capital budgets of the local municipalities in the district, in order to prioritise funded water projects. In the next 60 days service providers will be on site to kick start the capital projects for water and all other funded projects.

The Administrator and the Intervention Team is currently implementing new initiatives and measures to achieve and sustain results and performance in the following key strategic areas:

  • Institutional and Infrastructure Service Delivery
  • Institutional Functionality within the District Municipality
  • Significant improvement in the municipal audit opinion and outcomes
  • Significantly strengthen the financial position and viability of the municipality
  • Strengthen the knowledge and technical capability of the staff

MEC for Local Government and Human Settlement Collen Maine remains satisfied with the progress registered thus far.
