North West Premier Maureen Modiselle said that municipalities in the province will receive human capacity in areas identified as requiring immediate attention in line with the integrated public service initiatives of the Department of Public Service and Administration.
She was delivering the State of the Province Address in Mafikeng today.
She said this will serve to enhance the Siyenza Manje programme that has so far deployed artisans to municipalities.
“We hope to recruit in advance a force of financial management, town engineering and the old town secretary experts who will beef up our local government capacity,” she said.
Modiselle said whilst dealing with the systematic issues affecting local government service delivery value chain, government will also engage in the day to day service delivery matters of bulk infrastructure development.
“The bucket eradication programme will still continue. We are interacting with water boards to structure a sustainable water supply management system and sewer disposal system that does not burden poor municipalities,” she said.
She announced that special meetings will be convened between sector departments and local government to allow the departments to make budget commitments to local government as approved by a prioritisation process led by her office.
“Local government will facilitate municipal turnaround plans that must inform inter-governmental relations forums,” she said.
“The plan must instruct government towards municipal demarcation reviews guided by functionality and potential wastages of per capita cost of democracy,” Premier Modiselle added.
