The Minister of Energy, Ms Dipuo Peters MP, has published new Regulations on the Mandatory Provision of Energy Data in terms of section (19) (1) of the National Energy Act, 2008 (Act No 34 of 2008). The Regulations make it mandatory for classified data providers as contemplated in regulation (4) of the said Regulations to submit to the Department of Energy, in the type, manner and form prescribed, energy information when requested.
The Regulations also seek to enable the Department of Energy to collect, collate and publish quality energy data and information in an effective and efficient manner.
The publications of these Regulations mark a new dispensation in the provision and publication of quality energy data in South Africa.
One of the mandates of the Department of Energy is the collection and publication of energy data for use by many stakeholders, such as business, media, academia, non-governmental organisations and government for decision making. South Africa also participates in, and is a signatory to many international and regional multi-lateral and bi-lateral institutions and forums wherein the provision of quality energy data is paramount. Furthermore, the provision of quality energy data will also inform the energy planning process of the country.
Over the next few months, templates and questionnaires which specify the type of data to be provided by the various providers will be developed and published. Such forms or questionnaires will specify the periodicity of the data to be provided, the format, manner and frequency in which it must be provided amongst other elements.
