National School of Government holds round table discussion on African Charter

The National School of Government (NSG), which is the South African government’s training organisation and Secretariat for the African Management Development Institutes’ Network (AMDIN), is developing a course on the African Charter for Values and Principles of Public Service and Administration.

The development of the curriculum content is done consultatively with inputs from experts in the field of Public Administration.  The NSG convened a workshop in Durban (KwaZulu-Natal) on the 5 - 6 March 2018. The aim of the workshop was to solicit inputs from experts.

The key aim of the course is to enable the learners to gain conceptual and practical understanding of the African Charter for Values and Principles of the Public Service and Administration. It is expected that the learners will be equipped with the ability to apply these values and principles in the workplace. Ultimately the course is aimed at building effective and efficient public service institutions in Africa.

“The workshop was a watershed one in the ongoing transformation and redevelopment of the public service into a professional, dependable, knowledgeable and ethically grounded force, serving the people of Africa”, said Prof Itumeleng Mosala, an academic and former Director General.

The workshop was the third one, following similar workshops in Uganda and Senegal. Experts who contributed to the development of the course during this workshop were from the Higher Education Institutions, KZN Training Academy and Government departments.

The African Charter for Values and Principles of the Public Service and Administration was adopted by the 16^th Ordinary Session of the African Union Assembly on 31 January 2011 in Addis Ababa.

It embodies the principles articulated by the AU Member States to bring about a public service of good governance, professionalism, integrity, ethical and moral conduct; responsiveness to the needs of the people as well as effective, efficient and responsible use of public resources.
