Mpumalanga Economic Development, Environment and Tourism MEC Norman Mokoena promises to take harsh steps against liquor traders contravening the law

Mpumalanga Economic Development, Environment and Tourism MEC, Mr Norman Mokoena says harsh steps will be taken against licensed liquor traders who continue to contravene the Liquor Act, (Act 27 of 1989) as amended.

This follows the closure of at least 15 licensed liquor outlets in the province for such contraventions such as not adhering to municipal by-laws (not to play loud music and any other related nuisance), to trading hours, selling liquor to already intoxicated people; to visibly pregnant women; and to persons under the age of eighteen (18) years, amongst others.

The MEC is also concerned about the recent reported incidents of contact violence and crimes committed in and around liquor outlets within the province.

"All liquor licensed traders should abide by the applicable liquor license laws which are part of their license conditions. Failure to adhere to them will result in harsh steps taken against them, which may include withdrawal of their license and a hefty penalty," said MEC Mokoena.

He further reiterated his previous warning in October 2011 that "liquor is a harmful substance, which should be respected and enjoyed responsibly".

In Mpumalanga there are various integrated efforts made to curb these social ills and protect the community, through Liquor Inspectors, South African Police Service (SAPS), and Community Forums. Successes have come out of these joint efforts to protect patrons at licensed liquor outlets. "It is still the responsibility of the liquor outlet owner to ensure the safety of all patrons at such premises," said Mokoena.

In terms of the applicable liquor licensing laws, the following conditions should be adhered to:

  • Trading hours for on-consumption venues (shebeens and taverns): 10h00 to 00h00 (Monday-Sunday)
  • Restaurants, clubs and special licence: 10h00 to 02h00 (Monday- Sunday)
  • Liquor stores: 8h00 to 20h00 (Monday-Friday) and 08h00 to 17h00 (Saturday). No trading on Sunday
  • Adherence to municipal by-laws (no loud music, no traffic blockages and any other related nuisance)
  • No liquor should be sold to persons under the age of eighteen (18) years
  • No liquor should be sold to persons already intoxicated,
  • No liquor should be sold to visibly pregnant women.

The MEC further encouraged the importance of the participation of local communities and related stakeholders, as part of the commitment to win the war against liquor traders who contravene the law.

He concluded by urging community members to report non-compliance activities to the Office of the Liquor Board at 013 752 3761, or personally by visiting their offices at 66 Anderson Street in Nelspruit.
