Improvements include performance management, HR and financial management.
The Minister of Police Nathi Mthethwa today congratulated the Private Security Regulatory Authority (PSIRA) for its improvements on sound corporate governance and management. Their efforts have been rewarded as the Authority received an unqualified audit report after 10 years of its establishment for the 2010/11 financial year.
“As the police leadership we are aware of the massive turbulent periods that PSIRA went through in the past, but are satisfied to note the positive developments and progress that have been achieved thus far, more importantly from a good corporate governance perspective,” stated the Minister.
“We welcome the good news and further urge PSIRA management to ensure they work even harder to consolidate these positive gains. The private security industry is one of the important sectors and we shall ensure we support them in their objectives,” stated Minister Mthethwa.
The areas of weaknesses which on many occasions resulted in the Authority receiving qualified reports and disclaimers from the Auditor-General included revenue management, human resources and performance management, law enforcement and training as well as financial management. “It has been a challenging few years but we remained positive and worked hard.
To a large extent we want to thank and appreciate the support and the intervention made by the Minister of Police, Honourable Nathi Mthethwa who appointed a new Council at the beginning of last year to turnaround the Authority,” stated PSIRA CEO, Mr Manabela Chauke.
According to Manabela, the Council and Management of the Authority have received accolades from various quarters, including the Portfolio Committee on Police for achieving one of its biggest milestones of turning around the organisation. To consolidate the gains the Authority has registered thus far, the Council plans to focus on the industry stewardship, stakeholder and customer relationship management.
Headed by its Chairman, Mr Thula Bopela, the Council identified areas of weaknesses where they needed to tighten controls and improve performance. In addition they intend to improve its financial management and funding, which they believe will result in excellent service delivery (effective regulation).
In conclusion, Minister Mthethwa stated that Cabinet did the right thing by appointing this PSIRA management since January 2010 because things are now turning around. “The challenge going forward is to transform this industry in line with the perspectives of safety in this country.”
