Minister Motshekga announces a team to run the Eastern Cape Education Department

Let me firstly take this opportunity to thank the people of the Eastern Cape and indeed the whole of South Africa, for the support we have received since our announcement to intervene to improve the state of education in this province. The support is highly appreciated. Working together with the people of the Eastern Cape, we have made progress in the last three months in reinstating learner transport, school nutrition programme, allocation and appointment of temporary educators and the procurement, supply and distribution of Teaching and Learning Support Material (LTSM).

Memorandum of understanding (MOU)

Yesterday, the MEC and I signed the Memorandum of Understanding, which gives effect to the requirements of Section 100 (1)(b). The MOU sets out the purpose, scope, methodology, monitoring, oversight, communications and duration of the intervention.

Following the signing of the MOU between the MEC and I, we are now ready to proceed to the next phase of our intervention as of today.

Intervention Team

Mr Mathanzima Mweli, the leader of the intervention team, will be joined by teams from the National Treasury and Department of Public Service and Administration(DPSA) to work with the province to implement the intervention plan.

We will be focusing amongst others, on the following areas:

a. Developing and implementing systems and operations relating to planning and accountability, budgeting and financial management, supply chain management and human resource capacity to ensure effectiveness and sustainability.
b. Ensuring effective human resource provisioning across the system.
c. Ensuring effective delivery of school infrastructure programme to deal with the high number of mud and unsafe school structures.
d. Improving and providing delivery of quality education for our learners.

Conclusion

The successful implementation of this intervention requires the on-going support and cooperation of the key education stakeholders and broader civil society in this province, and we will continue to work together to ensure the delivery of quality education in the province.
