The Minister of Mineral and Petroleum Resources hereby announces the adjustment of fuel prices based on current local and international factors with effect from the 4th of November 2026.
South Africa’s fuel prices are adjusted monthly, informed by international and local factors. International factors include the fact that South Africa imports both crude oil and finished products at a price set at the international level, including importation costs, e.g., shipping costs.
The main reasons for the fuel price adjustments are as follows:
1. Crude oil prices
The average Brent Crude oil price increased from 101 US Dollars (USD) to 108 USD during the period under review. The increase is due to uncertainty caused by Middle East conflict including the recent attacks on Saudi Arabia infrastructure as well as high freight and insurance costs caused by ship-to-ship transfers.
2. International petroleum product prices
The average international product prices of petrol, diesel and illuminating paraffin increased during the period under review. Middle distillates prices are mainly affected by tight global supply, higher seasonal demand ahead of the winter in the Northern Hemisphere and continued Russia/Ukraine conflict. This is despite initiatives to enhance global supply of diesel by the G7, the waiving of Russia Sanctions by the US as well as the lifting of export restrictions by Russia. These factors led to higher contributions to the Basic Fuel Prices (BFP) of petrol, diesel and illuminating paraffin by 80.41 cents per litre (c/l), 94.22 c/l and 225.23 c/l, respectively. The prices of Propane and Butane also increased during the period under review.
3. Rand/US Dollar exchange rate
The Rand depreciated on average, against the US Dollar (from 16.21 to 16.55 Rand per USD) during the period under review when compared to the previous one. This led to higher contributions to the Basic Fuel Prices of petrol, diesel and Illuminating Paraffin by 36.93 c/l, 49.00 c/l and 49.26 c/l respectively.
4. Implementation of the Slate Levy
The cumulative slate amounted to a negative balance of R15.876 billion for petrol and diesel of at the end of September 2026. In line with the provisions of the Self-Adjusting Slate Levy Mechanism, the slate levy of 135.84 c/l will be implemented in the price structures of petrol and diesel with effect from the 4th of November 2026. The Slate Levy has increased by 48.18 c/l from 87.66 c/l to 135.84 c/l.
5. Short-term Relief Measure to Address Fuel Price Increases
Due to rising fuel prices and the resulting pressure on households and businesses, the Minister of Finance announced, during the Medium-Term Budget Policy Statement (MTBPS) on the 21st of October 2026, a temporary reduction in the general fuel levy of R1.50 per litre for petrol and R3.00 per litre for diesel, effective from the 4th of November 2026. The general fuel levy will be reduced to 279.0 and 116.00 cents per litre in the price structures of petrol and diesel, respectively.
6. The Maximum Refinery Gate Price (MRGP) for LPGas that is imported through the Port of Saldanha Bay in the Western Cape province.
The Maximum Refinery Gate Price (MRGP) and the Maximum Retail Price (MRP) of LPGas that is imported through the Port of Saldanha Bay will be R17 100.49 per metric ton and R39.16 per kilogram, respectively, effective from the 4th of November 2026.
- Petrol 93 (ULP & LRP): One cent per litre (1.00 c/l) decrease.
- Petrol 95 (ULP &LRP): One cent per litre (1.00 c/l) decrease.
- Diesel (0.05% sulphur): One hundred and nine point eight two cents per litre (109.82 c/l) decrease.
- Diesel (0.005% sulphur): One hundred and nineteen point eight two cents per litre (119.82 c/l) decrease.
- Illuminating Paraffin (wholesale): Two Rands and seventy-five cents per litre (R2.75 c/l) increase.
- SMNRP for IP: Three Rands and sixty-six cents per litre (R3.66 c/l) increase.
- Maximum Retail Price of LPGas: One hundred and eighty-three cents per kilogram (183.00 c/kg) increase and two hundreds and eight cents per kilogram (208.00c/kg) increase in the Western Cape.
Based on current local and international factors, the fuel prices for November 2026 will be adjusted as follows:
The fuel prices schedule for the different Magisterial District Zones (MDZ) will be published on Tuesday, the 3rd of November 2026.
