Minister deploys a support team to Madibeng municipality

Minister for Cooperative Governance and Traditional Affairs Richard Baloyi has in terms of Section 154 of the Constitution, appointed a team of experts to provide support to Madibeng local municipality in North West.

The decision for the intervention follows the recommendations by the Ministerial Task Team deployed to Madibeng to look into the report by the previous administrator and to assess whether the section 139 intervention as resolved by EXCO in 2011 was warranted in the municipality.

The recommendations by the team were supported by Minister Baloyi, North West Premier Thandi Modise and the Acting MEC for Local Government and Traditional Affairs Paul Sebegoe. Minister Baloyi tabled the Ministerial Task Team Report to the Madibeng council and also introduced the members of the support team.

MEC Sebegoe said “a team of officials from both National and Provincial Government will primarily support the council of Madibeng to develop, implement, and oversee a work plan to address the recommendations of the report by the Administrator who handled the previous 139 intervention as well as the recommendations of the Ministerial Task Team. Some of the issues in the report refer to disciplinary processes, improvement of financial management and improvement of service delivery”.

The team members are: Pascal Moloi who is the former Municipal Manager of City of Joburg has an extensive experience in local government and now a consultant. He also serves in the National Planning Commission (NPC). Another member is a Chartered Accountant and a consultant Boysie Phehlukwayo and Tebogo Motlashuping who is the former Municipal Manager of Lekwa Teemane local municipality, Acting Municipal Manager for Ventersdorp Municipality and currently the Chief Director in the Department of Cooperative Governance and Traditional Affairs.

The team which will function for a period of six months has started operating yesterday (4 June 2013) and has already and had a briefing session with the mayoral committee.
