The Minister for the Public Service and Administration, Mr Richard Baloyi has lauded the country's traditional leaders for their pivotal role in the upliftment of communities across the country. The Minister was addressing the Traditional Leaders Sectors Summit of the country's African Peer Review Mechanism (APRM) Consultative Forum in Durban.
Minister Baloyi stressed the importance of creating an environment that will enable the institution of traditional leadership to function effectively and contribute in strengthening the country's democratic system by collaborating with other systems of democratic governance.
Some of the issues raised at the Sector Summit include, the clarification of the powers and the functions of rational leaders vis a vis the powers of municipalities, protection of customs and traditions service delivery and development, land claims and redistribution, issuing of title deeds to traditional authorities, establishment of traditional courts through legislation, resource allocation to traditional councils as well as issues of fair remuneration of Traditional Councils.
Minister Baloyi said while there are still many challenges a foundation has been laid to recognise and protect the system of traditional institution since the emergence of a new system of democratic governance in 1994.
