It has been noted that there is an orchestrated campaign to mislead the public about the establishment of the Limpopo Economic Development Agency (LEDA) which is an agency of the Department of Economic Development, Environment and Tourism (LEDET).
Spurious allegations are commonplace against government on this matter. They border on character assassination and trample on the integrity of those seized with the responsibility to lead the Limpopo provincial administration.
For the record, the Executive Council (EXCO) took a decision to amalgamate the State Owned Enterprises (SOEs) in 2007 in line with the prescripts of the Limpopo Economic Development Enterprise Act 5 of 1994 (herein after referred as the LimDev Act).
Since this decision was taken, the Limpopo provincial government embarked on an elaborate consultative process with all relevant stakeholders to ensure that the process to amalgamate the SOEs is open, transparent and fair.
The amalgamation process gained impetus in 2010/11 as evidenced by, among other things:
- The appointment of the Transitional Executive Team to oversee the amalgamation process.
- KPMG were tasked to deal with the legal considerations that would need to be taken into account by the relevant stakeholders concerned (such as LEDET, LIBSA, TIL, LADC, LimDev and Provincial Treasury) in order to successfully implement the amalgamation of TIL, LIBSA, LADC into LimDev .
- The process to realign the Corporate Strategy is underway.
- The name of the Limpopo Development Corporation (LimDev) was changed to LEDA in a quest to build the brand identity of the new entity in terms of the existing LimDev Act.
The restructuring process of amalgamating the development agencies into LEDA was done in terms of the Limdev Act. The legislation applicable to LEDA is the LimDev Act.
The strategic objective of LEDA includes, but is not limited to; develop enterprises in labour-absorbing industry sectors aligned to the Limpopo Employment and Growth Development Plan (LEGDP).
