Greater Hermanus Stakeholders makes progress with Schulphoek Mixed-Use Development
Western Cape Minister of Humans Settlements, Tertuis Simmers has welcomed the resolutions taken last night by the Greater Hermanus Stakeholder Forum (GHSF), during a virtual engagement that the Schulphoek mixed-use development should be expedited in order for the project to get off the ground swiftly.
The GHSF also resolved:
- That the workgroup meetings should occur on a monthly basis, whilst the stakeholder meetings would occur bi-monthly.
- A social compact for Zwelihle must be concluded and will consist of 7 Wards Councillors, 3 members from each Ward Committee, 6 backyard dwellers' representatives, with two each coming from the Old location, Kwasa Kwasa and 460 sites, while a further 6 individuals (4 from Schulphoek and 2 from Marikana), will represent the informal settlements' dwellers. It is vital that the representatives who serve on this structure understand their roles and responsibilities.
Minister Simmers said: “I’d like to thank the Forum for the robust engagement and affording us the opportunity to once again emphasise our commitment to the implementation and successful completion of this strategic project.
Since taking office, I’ve maintained that this is one project that requires urgent attention, as it will greatly assist the people of Hermanus. I’m pleased with the positive strides that we are making, particularly the loud call from more members of the Forum that this development should continue.
I’d like to once again urge all members of the Forum to work together, remain united and continue transparent engagements as we forge forward. We are ready to commence with the various and required statutory processes for the development to commence. This is critical, as our ultimate aim is to ensure that our people live in improved and safer conditions. which will ultimately improve the lives.”
The planned mixed-use development for qualifying beneficiaries, will include Finance Linked Individual Subsidy Programme (FLISP), Breaking New Ground (BNG) or free housing, Open-Market units, serviced sites for those who want to build their own homes as well as socio-economic facilities.
Access into the informal area near and within Schulphoek, in order to complete the enumeration study. This will assist in determining the exact number of structures and people living there.
This study, and not the previous one which is now outdated, will help establish how much funding the municipality will avail in their new budget to ensure that that the much-needed basic services are provided.
I reiterate that this project has the potential to completely transform this area’s landscape. What is most important, is that it will benefit thousands of the most deserving residents in this area.
