MEC tables report by Auditor-General

Roads and Transport MEC Ismail Vadi has tabled a report on irregular awarding of tenders by the department. The report was prepared by the Office of Auditor-General of South Africa after being approached by the MEC early this year. Mr Vadi revealed the findings at a sitting at the Gauteng Provincial Legislature on 14 June 2011.

The contracts under scrutiny were awarded between the 1 September and 15 December 2010. The tenders were awarded shortly after the appointment of Mr Vadi as MEC for Roads and Transport.

In undertaking the investigations, the MEC wanted to establish whether or not decisions taken by the Departmental Acquisition Committee were in accordance with established legal and regulatory prescripts as laid down by the Public Finance Management Act and related legislation. The internal investigation was meant to assess whether or not due diligence was adhered to and establish compliance with the established regulatory framework.

The 13 contracts were for:

  • Construction of roads (R900 million over three years)
  • Provision of security to premises and buildings of the department (R49 million)
  • Intelligent Number Plate project (R1.3 million)
  • Establishment of new Driver-Learner Testing Stations (DLTCs) and a Turn-Around Strategy for Driver's Licensing Testing Centres (R35 million)
  • Installation of a Biometric Verification System (R4 million) and
  • The construction and renovation at Derek Masoek (R20 million).
