MEC Mohono and Matlosana agree on housing audit task team

Agreement to establish a task team to conduct a financial and physical audit across 25 housing development projects in the City of Matlosana Local Municipality has been reached. This follows an intervention meeting to accelerate housing delivery held between North West MEC for Human Settlements, Ms Desbo Mohono and Executive Mayor of Matlosana, Councillor Mike Kgauwe on Tuesday in Klerksdorp.

MEC Mohono says that the joint task team, which has three months to complete its work, will assist to trace R115 million housing conditional grant tranche payments transferred by the provincial department to the municipality which remains unaccounted for.

“We have not established that the R115 million was improperly used but are of the view that it is in the coffers of the municipality. Support in the form of skill and expertise that the task team will require will be deployed to assist it in its work. The department will also appoint quantity surveyors in the next two weeks to support execution of the reconciliation and audit,” says Mohono.

The MEC’s department has appointed a subsidy administrator to sort out subsidy related challenges at the R44,5 million Jouberton Ext 14 and 16 housing development projects. The contractor has completed correction of snags at the projects that the National Home Builders Registration Council had identified needed correction.

The R111,4 million Jouberton Ext 3,22 and Tigane project and the R16,7 million Tigane Proper project were identified as projects that are progressing well with 1545 housing units completed thus far. The projects are to be closely monitored during construction of the remaining 755 housing units.

Unavailability of beneficiaries to take up housing subsidies was identified as one of the challenges delaying construction at the R16,7 million Khuma Ext six project resulting in the project management team proposing relocation of over 200 housing units to other projects within the jurisdiction of the municipality.

The provincial department is revisiting the project scope for the 518 Community Residential Units (CRUs) at Jouberton Hostel to cater for outstanding items as construction on the project has been completed.

The Tlokwe CRU pilot project model has been adopted by the province for all other CRU projects to follow.
