MEC Cwaile appoints an Administrator in Madibeng local municipality

The MEC for Cooperative Governance, Human Settlements and Traditional Affairs, Mmoloki Cwaile has deployed a seasoned local government practitioner to lead the Section 139 (1)(b) (of the Constitution) intervention team in Madibeng local municipality with effect from Monday, 07 December 2020.

Paul Maseko will lead a team comprising of technical, financial, governance and administration experts for a period not exceeding 12 months.  He will be expected to develop and implement a turn-around plan for the municipality.

MEC Cwaile said Maseko’s deployment is done in an effort to fast track service delivery in Madibeng.  He takes over from the then Administrator Advocate Monnapula Motlogelwa who would be assigned other responsibilities.

MEC Cwaile said the withdrawal of the previous intervention team whose term started in August 2020, does not constitute the suspension of the intervention. He said top on the list of the work to be done by Maseko and his team would be to facilitate the recruitment process for senior management positions, prepare draft Annual Financial Statements (AFS) for the financial year 2020/2021 and put financial management systems in place, among other issues.   

Maseko will also be expected to stabilize and improve governance and administration within the municipality (i.e. council and administration), manage the overall administration of the municipality, put in place financial systems and fast track service delivery.  

“We have set specific deliverables with clear targets for the intervention team and we expect to see the results at the end of the intervention period. We are determined to change the negative perception about municipalities in the province and to regain the confidence of our people in the local government system. 

Maseko has previously served as an Administrator in Ramotshere Moiloa and Naledi local municipalities, respectively.  He is a former City Manager of City of Ekurhuleni and Deputy Director-General at the Department of Infrastructure Development in Gauteng.
